Job objectives and responsibilities
The Governance & Compliance Business Partner plays a key role within the Environmental Services Governance & Compliance Team, supporting the development, implementation and continual improvement of governance, risk management, assurance and compliance arrangements across the business.
The role is responsible for partnering with operational and functional leaders to ensure compliance with legal, regulatory, contractual and company requirements, whilst promoting a culture of accountability, transparency and continuous improvement. Through the delivery of assurance activities and the provision of governance and compliance expertise, the postholder will provide insight, challenge and support that enables the business to manage risk effectively and deliver operational excellence.
Key objectives include:
- Supporting the effective implementation of governance and compliance frameworks across Environmental Services.
- Providing independent assurance on compliance with legislation, contractual obligations, customer requirements and company standards.
- Identifying emerging risks, control weaknesses and opportunities for business improvement.
- Supporting the maintenance and continual improvement of management systems, including ISO 9001, ISO 14001 and ISO 45001.
- Building positive and effective relationships with operational teams and stakeholders to drive continual improvement.
- Promoting a culture where governance, compliance and risk management are embedded into day-to-day decision-making.
- Supporting Environmental Services in achieving strategic objectives through effective governance and assurance activities.

Main duties
- Support the development, implementation and continual improvement of governance and compliance frameworks, policies and procedures.
- Monitor compliance with legal, regulatory, contractual and company requirements.
- Provide guidance and support to operational teams on governance, compliance and risk management matters.
- Support governance forums, management reviews and compliance reporting activities.
- Assist with the development and implementation of governance initiatives across Environmental Services.
- Review existing controls and processes to identify opportunities to strengthen governance arrangements.
Assurance & Audit
- Develop and deliver risk-based assurance activities, including audits, inspections, reviews and assessments.
- Evaluate the effectiveness of internal controls, management systems and governance arrangements.
- Identify non-conformities, compliance gaps, risks and opportunities for improvement.
- Produce clear, concise and evidence-based reports for operational and senior management teams.
- Present findings and recommendations in a professional and constructive manner.
- Monitor corrective and preventative actions to ensure implementation and effectiveness.
- Maintain independence, objectivity and professional integrity in all assurance activities.
Risk Management
- Support the identification, assessment and management of operational, compliance and strategic risks.
- Review and challenge risk registers where appropriate.
- Identify emerging risks, trends and areas of potential concern.
- Support investigations into significant compliance issues, incidents or governance failures.
- Promote proactive risk management practices throughout Environmental Services.
Business Partnering
- Build and maintain effective working relationships with operational, commercial and support function stakeholders.
- Act as a trusted advisor on governance and compliance matters.
- Provide pragmatic and commercially balanced guidance that supports business objectives.
- Support contract mobilisations, business transformation initiatives and improvement projects.
- Influence and challenge stakeholders constructively to improve compliance performance and governance maturity.
- Deliver workshops, briefings and awareness sessions on governance and compliance topics where required.
Performance, Reporting & Insight
- Analyse audit findings, compliance data and performance information to identify trends and opportunities.
- Produce governance, compliance and assurance reports for leadership teams.
- Develop dashboards and performance reporting tools to support effective decision-making.
- Monitor compliance performance against agreed objectives and key performance indicators.
- Share lessons learned and best practice across the business.
Management Systems
- Support the maintenance and continual improvement of management systems including ISO 9001, ISO 14001 and ISO 45001.
- Assist with external certification audits and customer assurance reviews.
- Ensure actions arising from audits and reviews are effectively managed and closed.
- Promote the consistent application of management system requirements across Environmental Services.
Continuous Improvement

Essential Experience
- Experience within governance, compliance, risk management, assurance or auditing functions.
- Experience working within a regulated or operational environment.
- Experience of conducting audits, reviews or compliance assessments.
- Experience of producing reports and presenting information to stakeholders at various levels.
- Experience of managing multiple priorities and working independently.
Essential Knowledge
- Understanding of governance, risk management and compliance principles.

Desirable Qualifications & Experience
- Lead Auditor or Internal Auditor qualification.
- Knowledge of ISO 9001, ISO 14001 and ISO 45001.
- NEBOSH, IOSH, IEMA or equivalent professional qualification.
- Experience within Facilities Management, Environmental Services, Waste Management or similar sectors.
- Membership of a recognised professional body such as CQI, IEMA, IOSH, IRM or IIA.
Other Requirements
- Full UK Driving Licence.
- Willingness to travel throughout the UK as required.
- Ability to work flexibly to meet business needs.
