Position Overview
The Small Works Manager is responsible for overseeing and delivering multiple small-scale construction, maintenance, and improvement projects across client portfolios. This role manages the end-to-end delivery of minor works projects, typically under £250,000, ensuring quality execution, client satisfaction, and compliance with all relevant regulations and JLL standards.
Key Responsibilities
Project Management & Delivery
Manage a portfolio of small works projects from inception through completion, including refurbishments, fit-outs, maintenance upgrades, and minor construction works. Coordinate all project phases including feasibility, design, procurement, construction, and handover. Develop project schedules, budgets, and resource plans to ensure timely and cost-effective delivery. Monitor project progress against key milestones and implement corrective actions when required.
Client & Stakeholder Management
Serve as primary point of contact for clients on assigned small works projects. Conduct regular site visits and client meetings to review progress and address concerns. Manage client expectations and ensure clear communication throughout project lifecycle. Build and maintain strong relationships with clients, contractors, and internal JLL teams.
Contractor & Vendor Management
Procure and manage contractors, subcontractors, and suppliers in accordance with JLL and client procurement policies. Oversee contractor performance, ensuring adherence to specifications, timelines, and safety standards. Review and approve contractor invoices and payment applications. Maintain approved contractor lists and conduct periodic performance evaluations.
Financial Management
Prepare cost estimates and budget proposals for small works projects. Monitor project expenditures and implement cost control measures. Process change orders and manage variations to scope. Ensure accurate financial reporting and forecasting.
Compliance & Quality Assurance
Ensure all works comply with building regulations, health and safety legislation, and relevant codes of practice. Conduct regular site inspections to verify quality standards and compliance. Manage CDM (Construction Design and Management) requirements for applicable projects. Maintain comprehensive project documentation including permits, warranties, and as-built drawings.
Health, Safety & Environment
Champion health and safety best practices across all project activities. Conduct risk assessments and implement appropriate mitigation measures. Ensure contractors maintain safe working environments and comply with JLL safety protocols. Investigate and report incidents in accordance with company procedures.
Qualifications & Experience
Essential:
- Minimum 3-5 years experience managing construction or maintenance projects
- Proven track record delivering multiple concurrent small works projects
- Strong understanding of UK building regulations and construction industry standards
- Experience with contractor procurement and management
- Proficient in project management software and Microsoft Office suite
Desirable:
- Degree or professional qualification in Construction Management, Building Surveying, Civil Engineering, or related discipline p
- MRICS, MCIOB, or equivalent professional membership
- NEBOSH Construction Certificate or equivalent health and safety qualification
- Experience in facilities management or corporate real estate environment
- Knowledge of CDM Regulations 2015
- Experience with CAFM systems and project management platforms

Technical Skills: Sound understanding of construction methods, materials, and building systems. Ability to read and interpret technical drawings and specifications. Working knowledge of relevant legislation and industry best practices.

Communication: Excellent written and verbal communication skills. Ability to prepare clear reports and presentations. Strong negotiation and influencing abilities.
Commercial Acumen: Budget management and cost control expertise. Understanding of procurement processes and contract administration. Value engineering and cost optimization mindset.
Client Focus: Customer-centric approach with commitment to service excellence. Ability to build trust and maintain professional relationships. Responsive to client needs and concerns.
Working Conditions
This role requires regular travel to client sites across the designated region. Flexibility in working hours may be required to accommodate project demands and client requirements. Office-based work balanced with significant time on construction sites conducting inspections and managing contractors.
