National Building Fabric Assurance Lead (Retail)

We are seeking a highly experienced National Building Fabric Assurance Lead to take ownership of technical assurance, risk governance and the building fabric management framework across a major UK retail banking client's estate.
This senior role will be responsible for identifying, managing and mitigating fabric-related risks, providing assurance to both the client and internal stakeholders that significant risks are effectively controlled and managed.
Job Description
Working across a nationwide estate of approximately 208 sites, you will develop and govern a risk-based fabric management approach covering maintenance demand, surveys, inspections, audits, lifecycle planning and escalation processes.
You will translate technical condition data into maintenance interventions, capital investment proposals and lifecycle decisions, while ensuring robust governance, compliance and assurance standards are maintained.
Key Responsibilities
- Develop and govern a risk-based building fabric management framework covering maintenance, surveys, inspections, audits, lifecycle planning and escalation processes.
- Lead the annual risk-ranked programme of fabric surveys, inspections and assurance activities across a national estate.
- Manage, assess and communicate fabric risk and criticality, translating technical findings into maintenance and investment priorities.
- Oversee specialist technical suppliers, including building surveyors, structural engineering referrals, UAV survey providers and thermal imaging specialists.
- Assure the quality, accuracy and governance of all survey outputs, reports and associated technical evidence.
- Monitor compliance, SLAs and asset data requirements, ensuring robust audit trails and Tririga-ready documentation.
- Prepare Capital Investment Proposals and RASCO works demand submissions supported by risk, cost and lifecycle evidence.
- Work closely with engineering, maintenance and client stakeholders to improve building resilience, asset performance and long-term investment planning.
Professional and Personal Competencies/Qualifications
- Chartered Engineer (CEng) or Incorporated Engineer (IEng) status preferred.
- Ideally qualified as a Structural Engineer or Building Surveyor.
- RICS-qualified Building Surveyor (MRICS or AssocRICS preferred) or equivalent building surveying competence recognised by the organisation.
- Strong building fabric, building pathology and condition surveying expertise gained within commercial environments.
- Experience across retail, banking or large multi-site commercial estates.
- Proven ability to develop and govern risk-based fabric management frameworks.
- Experience managing estate-wide fabric risk registers, criticality assessments, landlord and occupier liabilities, and client-facing risk reporting.
- Demonstrable experience preparing Capital Investment Proposals and RASCO works demand packs across CAPEX, REVEX and OPEX programmes.
- Strong analytical skills with the ability to interpret survey findings and translate them into practical maintenance and investment solutions.
- Experience managing specialist surveying and technical assurance suppliers.
- High-performing individual with excellent stakeholder management and communication skills.

- National travel required approximately 3–4 times per month.
