Job Purpose
The Projects Support Manager is responsible for providing operational, administrative, and commercial support to the delivery of TST Survey and associated Find & Fix schemes, ensuring projects are planned, resourced, monitored, and completed safely, efficiently, and in accordance with client requirements, company procedures, and contractual obligations.
The role acts as a key link between operational teams, clients, subcontractors, and senior management, coordinating resources, programmes, documentation, compliance, and reporting to support the successful delivery of contracts. The postholder will assist in managing workloads, improving operational performance, maintaining high standards of health, safety, quality, and environmental compliance, and ensuring accurate records are maintained to support project control and timely client invoicing.
The Projects Support Manager will contribute to the achievement of business objectives through effective planning, communication, problem-solving, and continuous improvement, while providing leadership, guidance, and support to operational teams to ensure the successful execution of survey and remedial works.
Accountabilities
Operational Planning and Contract Delivery
- Lead the planning, coordination and day to day operational delivery of TST Surveys and associated Find & Fix schemes, ensuring all works are completed safely, efficiently, on programme and in accordance with client specifications and contractual requirements.
- Undertake walkover surveys and site assessments to accurately scope works, identify constraints, and determine resource requirements.
- Develop and maintain forward planning schedules, weekly work programmes and completed works trackers to ensure effective delivery and utilisation of resources.
- Review survey data and remedial footage to identify defects, determine remediation requirements and produce detailed remedial proposals and schedules.
- Monitor operational performance against agreed targets, budgets and key performance indicators, taking corrective action where necessary.
- Ensure all operational records, project documentation and contract files are maintained accurately and in a timely manner.
Resource, Plant and Supply Chain Management
- Plan, schedule and coordinate labour, plant, equipment and subcontractor resources to achieve programme objectives and maximise productivity.
- Procure materials, hired plant and specialist equipment as required, ensuring availability aligns with project schedules.
- Manage subcontractor engagement and performance, ensuring works are completed safely, to the required standard and within programme requirements.
- Raise purchase orders, verify supplier invoices and maintain effective cost control procedures.
- Coordinate equipment maintenance and repairs to minimise operational downtime and maintain compliance requirements.
- Monitor resource utilisation and recommend improvements to maximise efficiency and reduce operational costs.
Health, Safety, Environment and Quality (HSEQ)
- Champion a positive safety culture and ensure full compliance with company HSEQ policies, industry standards and legislative requirements.
- Ensure suitable and sufficient Risk Assessments and Method Statements (RAMS) are prepared, reviewed and implemented prior to the commencement of works.
- Conduct site HSEQ audits, competency assessments and compliance reviews to verify adherence to safe systems of work.
- Investigate, record and follow through corrective actions arising from Near Miss Reports, Non-Conformance Reports (NCRs), incidents and audit findings.
- Monitor environmental performance and employee welfare, ensuring risks are effectively managed and mitigated.
- Ensure the accuracy and ongoing suitability of site-specific method statements and project management documentation.
Client and Stakeholder Management
- Develop and maintain effective working relationships with clients, subcontractors, suppliers and key stakeholders.
- Attend client meetings and project reviews, providing updates on survey findings, remedial proposals, programme status and performance.
- Liaise with client representatives, Highway Authorities, Traffic Management providers, utility companies and other stakeholders to coordinate works and minimise disruption.
- Respond professionally and effectively to customer enquiries, issues and escalations, ensuring timely resolution.
- Manage and escalate complaints, damages and contractual issues appropriately, ensuring accurate records are maintained.
Team Leadership and People Management
- Provide day to day leadership, guidance and support to operational teams, promoting a culture of accountability, professionalism and continuous improvement.
- Support recruitment, onboarding, training and development activities to ensure the business maintains a competent and capable workforce.
- Identify skills gaps and arrange appropriate training and development opportunities.
- Monitor employee performance, attendance and conduct, addressing issues promptly and in line with company procedures.
- Allocate workloads effectively and manage team resources to achieve operational objectives and service delivery targets.
- Promote collaborative working practices and ensure compliance with company policies and procedures.
Commercial and Performance Management
- Work closely with the Commercial and Contracts Manager to monitor contract performance, operational costs and budgetary performance.
- Provide accurate and timely operational information to support client invoicing, cost recovery and commercial reporting.
- Review daily shift reports and operational records to ensure accuracy, completeness and contractual compliance.
- Identify opportunities for operational efficiencies, cost reduction and service improvements whilst maintaining safety, quality and client satisfaction.
- Evaluate divisional performance and contribute to strategic initiatives aimed at improving productivity, profitability and customer outcomes.
Continuous Improvement and Governance
- Drive continuous improvement initiatives across survey and remedial operations, focusing on safety, quality, efficiency and customer service.
- Identify operational risks, issues and areas for improvement, developing and implementing corrective action plans.
- Ensure project programmes are monitored and managed effectively, reporting deviations and risks to senior management.
- Maintain accurate records of delays, disruptions, variations and client instructions to support contractual and operational requirements.
- Ensure all site records, project reports and performance data are collated, reviewed and submitted in accordance with company procedures and deadlines.
- Support the ongoing development of company systems, processes and best practices to enhance operational effectiveness and business performance.
Skills, Training and Knowledge
Essential
- Experience or exposure within the drainage, highways, civil engineering or infrastructure sectors, supporting the delivery of operational schemes and projects.
- Working knowledge of drainage works, survey operations, remedial works and construction methodologies, with an understanding of how schemes are delivered on site.
- Experience of planning, scheduling and coordinating labour, plant, materials, equipment and subcontractors to meet programme requirements.
- Ability to manage multiple projects, priorities and deadlines in a fast-paced operational environment.
- Strong organisational and administrative skills, with the ability to maintain accurate records, reports and project documentation.
- Experience of liaising with clients, operational teams, subcontractors and stakeholders to coordinate works and resolve issues effectively.
- Understanding of Health, Safety, Environmental and Quality (HSEQ) requirements, including Risk Assessments and Method Statements (RAMS).
- Awareness of National Highways contracts and procedures, or experience supporting projects for public infrastructure clients.
- Good analytical skills, with confidence using spreadsheets and operational systems to monitor performance, costs and productivity.
- Basic understanding of NEC forms of contract, including early warning notices, compensation events and change control processes.
- Ability to assist with cost tracking, forecasting, financial reporting and operational performance monitoring.
- Strong problem-solving and decision-making skills with the ability to identify issues and implement effective solutions.
- Excellent attention to detail and accuracy.
- Competent written and verbal communication skills, with the ability to communicate professionally at all levels.

- Experience in a Contracts Support, Operations, Project Coordination or Contract Administration role within the highways, drainage, civil engineering or construction sectors.
- Experience supporting commercial, construction, highways or drainage contracts.
- Experience of TST Surveys, Find & Fix Schemes or similar highway maintenance operations.
- Knowledge of CRM, project management or asset management systems.
- Experience supporting tenders, proposals, framework submissions or contract administration activities.

- IOSH Managing Safely, NEBOSH, SMSTS or other relevant Health & Safety qualification.
- NRSWA, Traffic Management, First Aid at Work or other relevant industry qualifications.
- HNC/HND, Degree or equivalent qualification in Civil Engineering, Construction Management, Business Management or a related discipline.
- Knowledge of environmental sustainability and best practice within construction, highways or infrastructure operations.
