Position: Senior Specialist: Housing (Interim)
Location: Newcastle upon Tyne – Hybrid, with attendance at Newcastle City Council offices and project sites as required NE1 8QH
Start Date: ASAP – 30 August 2026
Contract Duration: Up to 10 months, ending 25 February 2027
Working Hours: 21.72 hours per week, 2–3 days per week
Pay Rate: £175 per day
Job Responsibilities
- Lead the procurement of a new Housing and Repairs Management System, ensuring requirements are clearly defined and aligned with service priorities.
- Manage the implementation and successful delivery of the selected system, overseeing key milestones, dependencies, risks and deliverables.
- Provide specialist advice on housing management and repairs requirements, ensuring the system meets operational and strategic needs.
- Ensure the programme supports regulatory compliance, service improvement and effective housing service delivery.
- Lead change management and support the transition to new systems and processes, ensuring effective adoption across relevant services.
- Work closely with senior stakeholders, suppliers and project teams to maintain effective communication and drive programme progress.
- Provide strategic leadership, direction and constructive challenge throughout the procurement and implementation programme.
- Support the mobilisation and embedding of new ways of working, ensuring changes are effectively integrated into business operations.
- Ensure complex project activity is delivered effectively and within agreed timescales, identifying and resolving issues where required.
Person Specification
Must-Have Requirements
- Significant experience working within social housing services.
- Proven experience procuring and implementing housing and/or repairs management systems.
- Strong programme and project management experience, including delivery of complex and high-profile projects.
- Experience leading organisational change and service transformation.
- Ability to engage, influence and provide specialist advice to senior stakeholders.
- Proven track record of delivering complex projects to challenging deadlines.
- Excellent communication, leadership, stakeholder management and problem-solving skills.
Nice-to-Have Requirements
- Extensive experience of housing management systems within a local authority or social housing environment.
- Experience supporting regulatory and compliance requirements within housing services.
- Experience implementing new ways of working across complex housing operations.
