CycleHub.Org is a not-for-profit social enterprise based in Dundee, Scotland.
Established in 2015, built from our CEO’s dream in 2013 to get more people cycling for their improved health and wellbeing.
That ambition has scaled into an organisation that currently recycles 4000 waste bikes across the regions of Angus and Dundee alone minimising waste and working towards a circular economy.
Our award winning social enterprise has established itself as a market leader in vision and aspires to discover new ways to change the world, starting locally, for the better.
This role is unique as it encompasses our incredible ReCycles Access to Bikes project delivery. The success of this project is nationally recognised as it was the most impactful project of 10 national pilots when it was established in 2021, successfully delivering 1/3 of Scotland’s total provision.

The Development Officer will be an integral part of the Impact team with a remit to design and deliver on our Cycling Friendly Communities and ReCycles Access to Bikes (A2B) projects across the regions of both Angus and Dundee.
Main Duties
The Development Officer role will be responsible for the following duties:
- Development of 4x key Cycling Friendly Communities areas across Angus focusing Newtyle, Arbroath, Montrose, and Kirriemuir
- Delivery and coordination of our key project services including cycle buses, Dr. Bikes, bike maintenance workshops, cycle training sessions, led rides, and after-school clubs
- Support and development of key partnerships with external partners and stakeholders across the region to support the development of these projects including Angus Council, Active Schools, and over 40 referral partners
- Networking and partnership development across the region
- Coordination of the hugely valuable and successful A2B program within the organisation across Angus and Dundee with a responsibility to deliver the full number of packages to clients in need
- Produce and compile all reporting for the projects ensuring quarterly and annual returns are supported with accurate data and submitted on time. This includes the development of monitoring and evaluation reports and case studies.
- Support the wider impact team to deliver events, work as part of a team to deliver group projects, and contribute to meetings with ideas and solutions to move projects forward
- Meet with stakeholders and internal teams to develop a strategic approach to the remote and objectives therein on a regular basis
- Budget management, spend recording, purchase order and order tracking.
- Management of equipment, bookings, preparation and ensuring suitable use and maintenance of shared equipment.
- Develop highly effective and targeted campaigns and promotional material
- Develop risk assessments, session plans, route cards, and any other materials required to run safe and effective sessions
- Design and launch marketing campaigns and promotional content throughout remit delivery
- Be autonomous in the delivery of projects and eager to learn and ask questions along the way
Performance Indicators
The overarching aim of this role is to establish and develop a hugely successful Cycling Friendly Communities program for the region of Angus. In addition to this, it is expected that the development officer will continue to deliver the highly valuable A2B project across both Angus and Dundee.
Key performance indicators that act as milestones towards the overarching aim are as follows:
- Arbroath, Newtyle, Montrose, and Kirriemuir develop Cycling Friendly Communities where cycling is seen as a lifestyle and encouraged across the area.
- Each of the 4x Cycling Friendly Communities are established and cycle buses, dr bike events, bike maintenance workshops, after school clubs, led rides, and cycle training sessions have been delivered in each area.
- Our A2B project is the most successful yet with a concentrated focus on early referrals and a timely delivery of bikes from warehouse to client
- Our A2B project continues to deliver an efficient model meeting the deadline of 31st March for all bikes delivered to clients
- Our Impact team is supported by the Development Officer and partnerships shared between staff are managed fairly and effectively to ensure responsibility is split evenly.
- Our IT systems are fit for purpose, updated, and continuously improved to ensure their effectiveness.
- The Impact team and wider organisation is supported to achieve wider goals by the Development Officer through their organisation skills and autonomy.

2 or more Highers or equivalent business management experience
Evidence of ongoing personal and professional development activities during career to date
Current applicable first aid certificate.
Willingness to undertake Disclosure Scotland PVG check
Degree in relevant topic or equivalent
Cycle Ride Leader
Cycle Trainer
UKMBLA Level 2 or above
Relevant cycling related qualifications from British Cycling or Cycling Scotland
Velotech Silver qualification or equivalent
Outdoor First Aid
Experience/ Knowledge
Experience of managing and delivering against targets
Experience of generating partnership leads

Understanding of KPI’s and ability to set plans against meeting targets

Previous employment in a similar role
