Overview
Paragon Resource Solutions are working with a local authority who are currently seeking an experienced and forward-thinking Regulatory Specialist & Learning & Development Manager to join their team.
This is a pivotal role responsible for ensuring that all staff across the organisation remain fully compliant, competent, and up to date with the latest Building Regulations and associated legislation. You will lead on the design and delivery of structured learning programmes while acting as a trusted technical advisor to the wider business.
Working closely with senior leadership, you will help shape service quality, drive continuous improvement, and ensure consistency in regulatory interpretation across CNC and its partner authorities.

Key Responsibilities
- Monitor, interpret, and communicate changes to key legislation, including the Building Act 1984, Building Safety Act 2022, Fire Safety Act 2021, and Health & Safety at Work Act 1974
- Design, develop, and deliver tailored learning and development programmes for surveyors, trainees, and apprentices
- Identify skills gaps and implement targeted training solutions to maintain professional competence
- Work collaboratively with the Business Improvement Manager to update and maintain the Quality Management System (QMS)
- Act as a trusted advisor to the Management Team, supporting consistent interpretation of regulations
- Deliver technical guidance through workshops, presentations, and stakeholder engagement sessions
- Deputise for the Service Manager when required
- Support compliance activities, including inspections, spot checks, and enforcement actions
- Investigate complaints and respond to dangerous structures where necessary
- Build strong working relationships with internal teams, contractors, and external stakeholders
- Contribute to digital improvements, ICT systems, and remote working initiatives
- Promote CNC’s values, service excellence, and continuous improvement culture
About You
We are looking for a knowledgeable and proactive professional with a passion for developing others and driving regulatory excellence.
Essential:
- Strong, up-to-date knowledge of Building Regulations and associated legislation
- Proven experience within a Building Control or regulatory environment
- Experience designing and delivering training or learning programmes
- Ability to interpret complex legislation and communicate it clearly to a range of audiences
- Confident stakeholder management and advisory skills
- Strong organisational and planning abilities
- Ability to influence, support, and guide decision-making at senior level
Desirable:
- Experience working within a local authority or building control setting
- Knowledge of Quality Management Systems (QMS) and continuous improvement processes
- Leadership or management experience
- Professional membership (e.g. RICS, CABE, CIOB)
