Overview of Role
As Project Manager, you will lead and manage all aspects of agreed projects from initial scoping and commissioning through to operational set-up, mobilisation and post-implementation review within EdenCare services. You will be responsible for driving and overseeing delivery to ensure objectives are clearly defined, monitored and achieved within agreed time, cost, quality and regulatory constraints, ensuring readiness for change across services. You will play a key role in project governance and stakeholder engagement, ensuring agreed project outputs are delivered so that service, quality and safeguarding benefits are realised. You will be expected to work independently, set deadlines, assign responsibilities, coordinate multiple work streams and provide clear progress reports to the senior leadership team.
Main Responsibilities and Duties
Specific duties may vary depending on project scope and service area.
· Delivery: Create and lead projects to deliver agreed outcomes within time, cost, quality and compliance constraints, aligned to EdenCare’s strategic plan and regulatory requirements.
· Project Management: Provide day-to-day leadership and management of projects and project teams; set project controls; design project structures appropriate to each stage; select and apply suitable delivery methodologies; manage effective transition between project phases; create and maintain comprehensive project documentation.
· Service Mobilisation and Change: Support the design, development and implementation of new services, tenders, packages of care and improvement initiatives across EdenCare, ensuring safe mobilisation and smooth handover to operational teams.
· Business Case: Coordinate development of project business cases; clarify requirements with commissioners and internal stakeholders; define project scope and objectives, ensuring technical, clinical and operational feasibility.
· Budget: Track delivery against agreed budgets; coordinate, control and report on status, issues, dependencies, resources and budget performance to required stakeholders.
· Resources: Schedule, manage and deploy resources to deliver projects, identifying required skills and ensuring appropriate clinical and operational input.
· Benefits Realisation: Ensure project benefits are identified, understood, measured, tracked and owned; support development of benefits realisation plans and monitor delivery of benefits against the business case.
· Stakeholder Management: Identify key internal and external stakeholders (including commissioners, local authorities, ICSs, families and partner agencies) and develop and maintain effective relationships.
· Risks and Issues: Identify and monitor project risks and issues; develop mitigating actions and escalate as appropriate; report and escalate to management where delivery or compliance is at risk.
· Governance: Provide regular project reports and support effective governance and decision-making; set up required project governance including project charters, work plans, risk registers and status reports.
· Assurance and Quality: Support project assurance, participate in reviews and audits, and ensure alignment with CQC, local authority and EdenCare governance frameworks.
· Change Management: Ensure effective change management processes are in place to agree and document changes to scope, deliverables and timelines as agreed with stakeholders.
· Guidance and Support: Seek and provide support, guidance and coaching within the project community; promote a culture of learning, continuous improvement and reflective practice.
· Project Performance and Controls: Develop project plans and apply appropriate project principles; set and monitor project controls; track completion of short- and long-term goals and report against milestones; develop KPIs and processes for gathering and tracking data.
Communication and Key Working Relationships
The post holder will develop effective working relationships and communicate regularly with:
· Internal: Registered Managers, clinical leads, support staff, HR, Quality and Governance, Finance, senior leadership and Directors.
· External: Service users and families (where appropriate), local authorities, NHS bodies, commissioners, safeguarding partners, regulators and other key stakeholders.
Communication will include face-to-face meetings, presentations, telephone, email, reports and briefings, and facilitation of workshops with cross-functional teams to drive progress and problem solving on key projects.

Person Specification
Knowledge, Skills, Experience and Qualifications
Essential
· Proven experience of leading and managing projects in health, social care or a related regulated environment.
· Experience of capturing stakeholder needs, assessing, defining and justifying those needs to arrive at an agreed schedule of requirements using appropriate communication and engagement channels.
· Experience of identifying and monitoring risks and issues, planning and implementing appropriate responses.
· Experience of defining roles, responsibilities and accountabilities and establishing appropriate controls, approval routes and project review arrangements.
· Experience of identifying, quantifying, mapping and tracking project benefits to justify investment and provide assurance that benefits can be realised.
· Strong organisational, planning and time-management skills, with the ability to manage multiple projects and deadlines.
· Excellent verbal and written communication skills, with the ability to engage confidently with staff at all levels and external partners.
· Strong IT skills, including MS Office (Word, Excel, PowerPoint) and project management tools.
· Understanding of safeguarding principles and regulatory frameworks relevant to EdenCare’s services (e.g. CQC, local authority, NHS commissioning).
Desirable
· Formal project management qualification (e.g. PRINCE2, APM or equivalent).
· Experience of service mobilisation, tenders or commissioning in health and social care.
· Experience of working within quality, governance or compliance frameworks.
Pay: From £33,900.00 per year
