Job: Risk and Assurance Lead (Resilience)

Team: GM Resilience Unit (GMCA Resilience Directorate)

Salary: £49,282 - £53,460

Hours: 36.25 hours per week, Monday-Friday, with out of hours as required as part of a 365/24/7 on-call rota

Contract: Permanent Hybrid Working

We are seeking an experienced and motivated Risk and Assurance Lead (Resilience) to join GMCA's Resilience Directorate and play a critical role in strengthening Greater Manchester’s ability to anticipate, assess and manage current and emerging risks.

This is an exciting opportunity to help shape the city-region's approach to risk management, assurance and resilience, ensuring that risks, threats, vulnerabilities and capabilities are understood, monitored and embedded within strategic decision-making across GM.

Working within the GM Resilience Unit and alongside partners from across the Greater Manchester Resilience Forum, on behalf of the directorate, you will support multi-agency risk assessments and assurance activity, providing expert advice and evidence-based analysis to support preparedness, planning and continuous improvement.

The Role

As Risk and Assurance Lead (Resilience), you will be responsible for leading the directorate’s delivery of risk management, assurance and validation activities and supporting the wider resilience objectives of the Greater Manchester Resilience Forum.

You will:

On behalf of the directorate, directly inform multi-agency risk assessment processes, ensuring risks, threats and vulnerabilities are effectively identified, assessed and reviewed.
Maintain and develop the Community Risk Register, ensuring it reflects the latest evidence, intelligence and national guidance.
Oversee risk prioritisation processes and ensure risk assessments directly inform emergency planning, business continuity and capability development.
Develop and maintain assurance and performance frameworks that measure preparedness, compliance and resilience capability across the LRF.
Provide expert advice to GMCA and LRF partners on civil contingencies risks, interdependencies, vulnerabilities and emerging threats.
Lead the production of risk briefings, impact assessments and reports for senior leaders, governance groups and decision-makers.
Coordinate lessons learned and continuous improvement activities, ensuring recommendations from incidents and exercises are implemented and monitored.

About You

We are looking for a highly capable resilience professional with experience in civil contingency risk management, assurance or emergency planning.

You will bring:

Experience of civil contingencies, resilience, emergency planning, business continuity or risk management within a complex public sector organisational environment.
Knowledge of multi-agency resilience arrangements and emergency management structures.
Experience developing and implementing risk assessment, assurance, governance or performance frameworks.
Strong analytical skills with the ability to interpret complex information and present evidence-based recommendations.
Experience working across organisational boundaries and building effective partnerships with a wide range of stakeholders.
The ability to communicate complex information clearly and confidently to senior leaders, partners and governance groups.
Excellent organisational skills with the ability to manage multiple priorities and deliver high-quality outcomes.
Strong problem-solving, planning and decision-making abilities.

Essential Requirements

Commitment to participate in a 24/7/365 resilience on-call rota supporting Greater Manchester during emergencies.
Ability to successfully obtain and maintain Greater Manchester Police Security Clearance.
Full driving licence and access to a vehicle for business use.
Willingness to travel throughout Greater Manchester and beyond when required.
