Role Purpose
The Registered Manager holds full regulatory, operational, and strategic responsibility for two residential services, ensuring both services deliver safe, effective, caring, responsive, and well-led care in line with Care Quality Commission (CQC) standards.
The role is accountable for driving high-quality, person-centred outcomes for adults aged 18–64 with mental health needs and/or learning disabilities, while ensuring consistency, sustainability, and continuous improvement across both services.
You will provide visible leadership across sites, embed a strong values-based culture, and ensure both services operate at a minimum of “Good” CQC rating, with a clear trajectory toward “Outstanding.”
Key Responsibilities. Strategic Leadership & Multi-Service Management
- Provide strong, visible, and values-led leadership across two services, ensuring alignment in culture, practice, and performance
- Hold registration with CQC for both locations, ensuring full regulatory compliance at all times
- Oversee day-to-day operational management, delegating effectively to Deputy Managers while retaining overall accountability
- Develop and implement service improvement plans, ensuring continuous quality enhancement across both sites
- Foster a high-performance culture, promoting accountability, innovation, and learning
- Ensure both services operate in line with organisational vision, policies, and best practice frameworks
2. Quality of Care & Outcomes
- Ensure delivery of high-quality, person-centred care that promotes independence, dignity, and choice
- Oversee the development, implementation, and review of robust care plans, risk assessments, and outcome measures
- Drive positive outcomes in areas such as wellbeing, social inclusion, independence, and reduced risk
- Ensure effective Positive Behaviour Support (PBS) and trauma-informed approaches are embedded
- Monitor service performance through KPIs, audits, and feedback, taking corrective action where required
- Lead on learning from incidents, complaints, and safeguarding to improve practice
3. Governance, Compliance & Safeguarding
- Ensure full compliance with CQC regulations, including the Health and Social Care Act 2008 (Regulated Activities) Regulations
- Maintain robust governance systems across both services, including audits, quality assurance, and reporting
- Take lead responsibility for safeguarding, ensuring all concerns are managed promptly and appropriately
- Oversee medication management systems, ensuring safe and effective practice
- Ensure compliance with health & safety, infection prevention, and data protection (GDPR)
- Lead CQC inspections, internal audits, and external reviews with confidence and professionalism
4. Workforce Leadership & Development
- Lead, manage, and develop two staff teams, ensuring consistency in standards and practice
- Ensure safe staffing levels, effective rota management, and workforce planning across both services
- Oversee recruitment, induction, supervision, and appraisal processes
- Manage performance, conduct, and capability issues in line with HR policies
- Develop Deputy Managers and senior staff to ensure strong operational leadership at each site
- Promote a culture of continuous professional development, reflective practice, and staff wellbeing
5. Financial & Operational Management
- Hold accountability for budget management across both services, including staffing, resources, and occupancy
- Ensure financial sustainability while maintaining high-quality care delivery
- Monitor agency usage, overtime, and cost pressures, implementing controls where needed
- Oversee referrals, assessments, and admissions, ensuring appropriate placements and compatibility
- Contribute to business development, service growth, and strategic planning
6. Partnership Working & Stakeholder Engagement
- Build and maintain effective relationships with commissioners, local authorities, healthcare professionals, and external agencies
- Act as a professional representative for both services at reviews, safeguarding meetings, and multi-disciplinary forums
- Ensure clear communication with families and stakeholders, promoting transparency and trust
- Contribute to organisational reputation and external partnerships
7. On-Call & Operational Responsibility
- Participate in an on-call rota, providing leadership support for both services outside of core hours
- Respond to incidents, emergencies, and service pressures, ensuring appropriate escalation and resolution
Person Specification Essential
- NVQ/QCF Level 5 Diploma in Leadership for Health & Social Care (or equivalent)
- Proven experience as a Registered Manager or senior leader overseeing residential services
- Experience managing multiple services or complex care environments
- Strong working knowledge of CQC regulations, KLOEs, and quality frameworks
- Significant experience supporting adults with mental health needs and/or learning disabilities
- Demonstrated ability to lead teams, manage performance, and drive service improvement
- Strong organisational skills with the ability to manage competing priorities across sites
- Commitment to equality, diversity, and inclusion
Desirable
- Experience achieving or maintaining Good or Outstanding CQC ratings
- Knowledge of Mental Health Act, Mental Capacity Act, and DoLS
- Experience in turnaround or service improvement environments
- Experience working closely with commissioners and regulatory bodies
