Reports to: Registered Manager
Location: Based at our Watford office, with flexibility for occasional home working where business needs allow. Regular travel throughout Hertfordshire, London and surrounding areas is required.
Working pattern: 22.5 hours per week - 3 days per week (days to be agreed), with flexibility to meet the needs of the service.
Salary: £23.00 per hour (£26,910 per annum pro rata; full-time equivalent £44,850)
Contract: Permanent, subject to the successful completion of a six-month probationary period.

As a small but ambitious organisation, we are entering an exciting phase of growth and are looking for an experienced Quality & Compliance Manager to work alongside our Registered Manager in shaping the future of the service.
You will lead the development of robust governance systems, maintain regulatory compliance, coordinate quality assurance activities and help ensure our service remains safe, effective and inspection-ready as we continue to expand.

Main Duties and Responsibilities
Quality Assurance and Compliance
· Develop and coordinate the organisation's quality assurance programme.
· Maintain compliance with the Care Quality Commission (CQC) Fundamental Standards and other relevant legislation.
· Promote a culture of continuous quality improvement throughout the organisation.
· Monitor compliance against internal policies, procedures and regulatory requirements.
· Identify trends, risks and areas for improvement, implementing action plans where required.
· Support the Registered Manager in ensuring the service remains inspection-ready at all times.
Auditing and Governance
Plan, undertake and coordinate regular audits including:
· Care plans
· Risk assessments
· Medication Administration Records (MAR)
· Staff files
· Mandatory training
· Supervision and appraisal records
· Incident and accident records
· Safeguarding documentation
· Complaints
· Infection prevention and control
· Documentation standards
· Produce audit reports and monitor completion of improvement actions.
· Maintain governance trackers and compliance schedules.
· Prepare governance and compliance reports for the Registered Manager.
Policies and Procedures
· Review and update company policies and procedures.
· Ensure policies reflect current legislation, CQC regulations and recognised best practice.
· Support implementation of policies throughout the organisation.
· Assist in preparing evidence and documentation for CQC inspections and quality reviews.
Safeguarding and Risk Management
· Promote safe working practices across the organisation.
· Review safeguarding concerns to ensure appropriate recording, escalation and follow-up.
· Monitor organisational risks and support the development of risk mitigation plans.
· Assist with investigations relating to incidents, complaints and safeguarding concerns.
· Ensure learning from incidents is embedded into practice and shared appropriately.
Staff Quality and Development
· Support the induction of new employees.
· Conduct quality monitoring visits and spot checks.
· Complete staff supervisions and probation reviews.
· Monitor mandatory training compliance.
· Work with the Registered Manager to identify learning and development needs.
· Promote high standards of professional practice and accountability.
Operational Support
· Support the Registered Manager in maintaining effective operational systems.
· Assist with the mobilisation of new care packages from a governance and compliance perspective.
· Review care documentation for new packages.
· Contribute to service improvement projects.
· Support sustainable business growth by ensuring systems remain safe, effective and compliant.
· Support the Registered Manager with the mobilisation and transition of new care packages, ensuring all governance, compliance and documentation requirements are completed prior to service commencement.
Documentation and Reporting
· Maintain compliance trackers, audit schedules and quality improvement plans.
· Monitor Key Performance Indicators (KPIs).
· Produce quality assurance reports.
· Ensure accurate, timely and contemporaneous documentation across the organisation.

Person Specification
Essential
· Experience working within a CQC-regulated adult social care service.
· Strong understanding of the Care Quality Commission Fundamental Standards.
· Experience undertaking quality assurance audits.
· Experience supporting or preparing services for CQC inspections.
· Excellent knowledge of safeguarding legislation and reporting requirements.
· Experience reviewing care documentation and implementing quality improvements.
· Strong organisational, analytical and problem-solving skills.
· Excellent written and verbal communication skills.
· Ability to work independently and effectively manage competing priorities.
· Good IT skills, including Microsoft Office.
· Full UK driving licence and access to a vehicle.
· Excellent report writing skills.
· Experience using electronic care management systems.
· Ability to analyse information and produce quality improvement action plans.
Desirable
· Level 5 Diploma in Leadership for Health and Social Care (or working towards).
· Previous experience as a Quality Manager, Compliance Manager, Deputy Manager or Governance Lead.
· Experience within complex care or community healthcare services.
· Experience developing policies, governance systems and quality frameworks.
· Knowledge of NHS Continuing Healthcare (CHC) and Children's Continuing Care pathways.

Important Information
This role is primarily responsible for quality assurance, governance and regulatory compliance. It does not involve routine hands-on care delivery or specialist clinical competency assessments.
Primarily based in Watford, Hertfordshire with travel to clients to undertake audits, spot checks, supervision visits and service quality reviews.
