The Interim Accountant will play a crucial role in maintaining the financial integrity and control environment of the York and North Yorkshire Combined Authority. The postholder will lead balance sheet management, ensure technical accounting compliance, manage treasury operations, and oversee statutory financial reporting. This position is vital for ensuring the organization meets all regulatory and governance requirements. Collaborating closely with senior finance colleagues, the Interim Accountant will provide high-quality financial insights, support effective financial planning, and drive continuous improvement across financial systems and processes.
Responsibilities

Lead balance sheet control processes, ensuring all reconciliations are completed accurately, promptly, and are fully audit-ready.

Ensure compliance with relevant accounting standards and CIPFA guidance, supporting the production of high-quality financial statements and year-end accounts.

Maintain robust financial controls and contribute to the continuous improvement of financial reporting processes.

Support internal and external audit requirements, providing timely information and resolving queries as required.

Manage organizational cashflow, banking arrangements, and investment activities, ensuring sufficient liquidity and compliance with treasury management policies.

Produce accurate and insightful treasury management reports for senior leadership, committees, and stakeholders.

Monitor treasury performance and ensure adherence to relevant regulations and best practices.
Requirements

Local Authority / Combined Authority experience.

Significant experience working within a finance or accountancy environment.

Proven experience in balance sheet management and reconciliations.

Experience in producing financial reports and supporting year-end financial statements.

Experience in treasury management, cashflow forecasting, banking, and investment monitoring.
Essential Qualifications Required

CCAB-qualified Accountant (ACA, ACCA, CIMA, CIPFA or equivalent), or

AAT-qualified Accounting Technician (or equivalent) with significant post-qualification continuing professional development and demonstrable capability to undertake the responsibilities of the role.
