Lead transformational change across Urgent and Emergency Care in Gloucestershire
An exciting opportunity has arisen for an exceptional system leader to join Gloucestershire Health and Care NHS Foundation Trust (GHC) as a host employer for the Gloucestershire Provider Partnership (GPP).
The GPP brings together Gloucestershire Health and Care NHS Foundation Trust, Gloucestershire Hospitals NHS Foundation Trust and Gloucestershire's GP Collaborative to deliver transformational change and greater integration across health and care services across Gloucestershire. Working alongside system partners including the Integrated Care Board, Gloucestershire County Council and the Voluntary, Community and Social Enterprise (VCSE) sector, the partnership is committed to improving outcomes, reducing inequalities and delivering more joined-up, proactive care for local communities.
While employed by GHC, you will work on behalf of the partnership, providing system-wide leadership to deliver urgent and emergency care transformation priorities across Gloucestershire. You will work alongside Programme Directors for Mental Health and Neighbourhood Health, and the Director of Transformation and PMO, helping to shape and deliver a shared vision for transformational change across the county.
You will:
Lead the implementation of community-based non-elective care plans across Gloucestershire neighbourhoods, supporting the delivery of a Home First approach and future intermediate care models.
Drive the development of urgent neighbourhood services, including urgent community response, virtual wards, single points of access and improved integration with hospital front-door services.
Lead transformation across urgent care pathways, including Urgent Treatment Centres, integrated flow arrangements and system-wide approaches to patient flow and transfer of care.
Provide strategic leadership across a complex programme portfolio, ensuring clear vision, strong governance, effective programme management and delivery of agreed benefits.
Work closely with NHS providers, primary care, local authority colleagues, VCSE partners, commissioners and people with lived experience to design and implement sustainable models of care.
Develop transformed workforce and service models that improve system productivity, patient outcomes and long-term sustainability.
Ensure robust performance, quality, financial and outcome reporting, providing assurance to GPP and wider system governance boards.
Champion co-production and inclusive engagement, ensuring that patients, carers and communities help shape service design and delivery.

81% said that care of patients and service users is the Trust’s priority, compared with an average in comparable NHS Trusts in England of 64%.
This high-level overview shows we are in a healthy position, with higher scores than average for comparable organisations, alongside a great response rate, indicating good staff engagement. However, we also know we have plenty of room for improvement in many areas. To that end, we continue to prioritise and invest in our commitment to genuinely becoming a Great Place to Work with consistent top-quartile performance in the annual staff survey and Pulse surveys.
The Role
This is a high-profile system leadership role accountable for driving the delivery of major transformation programmes across Urgent and Emergency Care.
Working across organisational boundaries, you will lead strategic programmes that support people to receive the right care, in the right place, at the right time, while strengthening integrated models of care and improving outcomes for local communities.

Brings strong programme governance, performance management and delivery expertise, with a focus on achieving measurable benefits and sustainable improvement.
