About the Role
Torbay Methodist Circuit is seeking an organised and proactive Circuit Facilities Officer to support the Circuit Leadership Team (CLT) with the management of its property and financial responsibilities.
This is a varied role combining property management, facilities coordination and financial administration. The successful candidate will work closely with the Superintendent Minister, Circuit Leadership Team, Church Property Stewards, Bookkeeper and Church Treasurers.
The role offers flexible working arrangements and would suit someone with experience in property, facilities, finance, administration or charity/church management, who is able to work independently and manage a range of responsibilities.
Key Responsibilities
Property & Facilities
- Support the CLT in the management of the Circuit's manses and Southfield Christian Centre.
- Liaise with the District Property Office, surveyors and other professionals regarding property matters.
- Carry out annual manse property checks and arrange routine and major maintenance as required.
- Maintain accurate records of inspections, repairs, maintenance and safety checks.
- Complete annual property returns and maintain relevant property information.
- Develop and maintain a database of suitable contractors and suppliers.
- Oversee Quinquennial Inspections and ensure essential works are followed up and completed.
- Maintain the Methodist Consents website and property project information.
- Maintain accurate electronic and paper records relating to Circuit properties.
- Support discussions regarding building improvements, alterations and potential property sales.
Finance
- Work alongside the Circuit Leadership Team and employed Bookkeeper.
- Monitor invoices, payments and financial records.
- Regularly check bank, CFB and TMCP statements.
- Ensure reserve policies and property insurance requirements are maintained.
- Assist with annual budgets and assessments alongside the Bookkeeper and Church Treasurers.
- Respond to funding and grant requests in consultation with the CLT.
- Assist with annual reporting to the District Treasurer.
- Prepare the Annual Returns and submit approved accounts to the Charity Commission.
- Serve on the Management Committee of Southfield Christian Centre.
- Maintain appropriate financial records and supporting documentation for SCC.
- Ensure cash received by SCC is appropriately deposited.
- Arrange utility and telephone contracts.
- Produce invoices for Paignton Community Larder.
- Attend relevant meetings and serve as a member of the Circuit Leadership Team, reporting to the Circuit Meeting.
About You
We are looking for someone who is:
- Highly organised with excellent attention to detail.
- Confident managing property, maintenance and financial administration.
- Able to work independently and manage competing priorities.
- Comfortable liaising with contractors, professional advisers, volunteers and church representatives.
- Able to maintain accurate records and handle confidential information appropriately.
- A good communicator with the ability to work collaboratively with the Circuit Leadership Team.
- Confident using IT and maintaining electronic records.
- Understanding of, or willing to learn about, Methodist property and financial procedures.
Membership of the Methodist Church is an essential requirement for this role in order to oversee the financial requirements of the Circuit.
About Torbay Methodist Circuit
The Torbay Methodist Circuit covers Torquay, Paignton and Brixham and consists of six churches under the supervision of a Superintendent Minister and a part-time Minister.
The Circuit also has responsibility for Southfield Christian Centre, which is used for Circuit services and provides a home for Paignton Community Larder and Community Supermarket. The Centre is also used by local community groups.
The Circuit manages church manses occupied by presbyters and works with Church Trustees to ensure that Methodist properties remain safe, fit for purpose and sustainable for the future. The Circuit also has two rented manses managed by a letting agency.
