Senior Business Analyst – Housing Improvement Programme (Interim)
About the Role
We are seeking an experienced Senior Business Analyst to support a major Housing Improvement Programme within a local authority environment. This role will provide business analysis, process improvement and performance reporting support across housing services, helping to improve service quality, efficiency, cost control, regulatory compliance and customer outcomes.
What You'll Be Doing
- Providing business analysis and process improvement support across the Housing Improvement Programme
- Engaging with stakeholders across repairs, voids, lettings, tenancy management, leasehold and compliance
- Eliciting, analysing and documenting business requirements, translating complex needs into practical solutions
- Mapping and improving end-to-end business processes and identifying opportunities to improve efficiency and service delivery
- Facilitating workshops, stakeholder engagement sessions and user acceptance testing (UAT)
- Supporting the development and implementation of processes and controls for housing safety, quality and regulatory compliance
- Developing monitoring tools, KPIs and assurance reporting to support service improvement and compliance
- Maintaining key business analysis documentation, including process maps, requirements logs, SOPs, RACI charts and benefits tracking
- Recommending system enhancements and process changes to improve housing service delivery
- Supporting system integrations and assessing their impact on business processes and interoperability
- Collaborating with stakeholders and project teams to ensure requirements and solutions are clearly understood
- Supporting the testing and implementation of new or improved solutions
- Developing and maintaining Power BI performance reports and dashboards for managers, senior leaders, committees and regulators
- Analysing housing performance data to identify trends, risks, exceptions and areas requiring intervention, particularly across repairs, voids, damp and mould
- Developing and monitoring meaningful KPIs aligned with service priorities, regulatory requirements and improvement objectives
- Ensuring the quality, accuracy, integrity and consistency of housing performance data and reporting
- Supporting the preparation of Tenant Satisfaction Measures (TSMs) and regulatory submissions
- Identifying opportunities to automate reporting and improve access to management information
- Providing ad-hoc analysis and business analysis support to housing service areas as required
Requirements
- Proven experience as a Senior Business Analyst, preferably within public sector, local government or transformation environments
- Strong business analysis and process improvement skills
- Experience gathering and analysing requirements and translating them into practical solutions
- Experience mapping and improving complex end-to-end business processes
- Strong analytical skills, with the ability to interpret data, identify trends and provide actionable recommendations
- Excellent stakeholder engagement and communication skills, with the ability to influence people at all levels
- Experience facilitating workshops and supporting UAT
- Ability to work independently and collaboratively in a fast-paced environment
- Strong organisational skills, with the ability to manage competing priorities and deadlines
- A proactive approach to continuous service improvement
- Good understanding of the challenges and opportunities facing local government
- Experience producing or supporting performance reporting, KPIs and management information
- Knowledge of data quality, reporting and business intelligence principles
- Ability to support system integrations and understand their impact on business processes
Highly Desirable
- Experience within housing services or housing improvement programmes
- Experience with housing management, repairs, voids, lettings, tenancy or leasehold systems
- Experience in user research and service design
- Experience designing or implementing an assurance framework
- Experience using Power BI or similar business intelligence and reporting tools
- Knowledge of housing safety, quality and regulatory compliance requirements

Pay Rate: £395.83 per day

Working Hours: 37 hours per week, Monday to Friday, 9:00am–5:00pm
