TOC Manager Opportunity with the Civil Works Alliance (CWA), Supporting Sizewell C
As part of the CWA (Civil Works Alliance), you will support the building of Sizewell C. Sizewell C will be a 3.2-gigawatt power station generating low-carbon electricity for around 6 million homes and will play a key role in our energy future, supplying reliable, clean electricity for at least 60 years. This role will be within the Main Civil Works Section.
What will you do?
The CWA is recruiting for a TOC Manager to play a pivotal role in shaping the delivery of major civil engineering works at Sizewell C. This opportunity sits within the Main Civil Works programme, where the successful candidate will lead the development and agreement of Target Outturn Cost (TOC) packages for complex, high-value construction scopes.
This is a strategic, end-to-end role focused on integrating cost, programme, risk and delivery strategy ahead of construction. Working closely with multidisciplinary teams, the Pre-Construction Manager will ensure that all aspects of pre-construction are aligned, robust and ready for execution in one of the UK’s most significant infrastructure projects.
- Leading the full lifecycle of TOC development across allocated packages within Main Civil Works
- Defining scope, delivery strategies and cost models to ensure successful package outcomes
- Managing TOC governance processes and driving packages through key approval stages
- Acting as the single point of accountability for assigned TOC packages
- Coordinating technical, commercial, planning, procurement and risk inputs into cohesive delivery strategies
- Ensuring alignment between engineering design, procurement, commercial and delivery teams
- Developing and managing programme plans, cost forecasts and risk profiles
- Monitoring progress against key milestones and intervening where necessary to maintain delivery
- Identifying, managing and mitigating risks and opportunities throughout the pre-construction phase
- Preparing and presenting high-quality submissions for governance, review and approval
- Managing interfaces between packages to ensure seamless integration into the wider programme
- Ensuring TOC packages are fully prepared for handover into delivery teams
- Championing lessons learned and best practice from previous major infrastructure projects
What are we looking for?
- Proven experience delivering projects across their lifecycle in complex, highly regulated environments
- Strong commercial and numerical capability with the ability to integrate technical and programme inputs
- Experience in pre-construction, tendering or early contractor involvement phases on major projects
- Ability to manage multiple stakeholders and influence across multidisciplinary teams
- Strong understanding of cost, risk, planning and procurement processes
- Experience managing subcontractors, consultants and suppliers within large-scale construction environments
- Working knowledge of NEC contracts and commercial frameworks
- Excellent communication, facilitation and presentation skills
- A confident decision-maker who can operate effectively under pressure and tight deadlines
- Demonstrated ability to simplify complex challenges and drive practical solutions
- Background in civil engineering or infrastructure projects, ideally within nuclear or similarly regulated sectors
