Position: Finance Business Partner (Capital and Expenditure)
Location: Town Hall, Nuneaton, CV11 5AA

Pay Rate: £21.65 Per Hour
Job Responsibilities
- Provide financial business partnering support for capital and expenditure budgets
- Prepare, analyse, and present financial reports to support effective decision-making
- Monitor budgets and identify financial risks, variances, and opportunities for improvement
- Advise budget managers on financial planning, expenditure, and budget management
- Provide guidance on the differences between revenue and capital expenditure and ensure appropriate financial treatment
- Support budget setting, forecasting, financial monitoring, and reporting activities
- Ensure financial information is accurate, timely, and compliant with local government financial regulations and policies
- Work collaboratively with managers and stakeholders to improve financial performance and support service delivery
- Prepare and maintain financial records, reports, and supporting documentation
- Assist in identifying and implementing financial controls and process improvements
- Provide financial analysis and recommendations to support strategic and operational decision-making
- Develop effective working relationships with internal departments and key stakeholders
- Support financial governance, accountability, and compliance across capital and revenue budgets
- Contribute to continuous improvement within finance processes and systems
Person Specification
Essential
- AAT qualified and currently studying towards a full CCAB qualification (or an equivalent Level 6 qualification)
- Strong understanding of local government finance and budget management
- Experience producing, analysing, and presenting detailed financial reports
- Good knowledge of revenue and capital expenditure with the ability to advise budget holders appropriately
- Experience supporting budget setting, forecasting, and financial monitoring
- Strong analytical and problem-solving skills
- Excellent communication and interpersonal skills
- Ability to explain complex financial information clearly to managers and stakeholders
- Strong organisational skills with the ability to manage competing priorities and meet deadlines
- Good IT skills, including financial systems and Microsoft Office applications, particularly Excel
- Ability to work independently and as part of a team
- Eligibility to work in the UK
- Previous experience working within a local authority or public sector finance environment
- Experience supporting capital programmes and financial planning
- Ability to build effective working relationships with a range of stakeholders
