Sizewell C is a large, planned nuclear power station being built on the Suffolk coast in the UK. The project is expected to generate 3.2 GW of clean electricity, enough for 6 million homes. This is a significant part of the UK’s strategy for clean energy and energy security, with the goal of providing reliable, low-carbon power and supporting economic growth. SZC is a major project opportunity for the Martin Group of Companies.
About H. W. (Traffic Management) Ltd:
We provide data-led, traffic management services within a temporary environment. Put simply, we guide vehicles around roadworks in the safest, most efficient way possible whilst permanent improvements are made to the country’s highways.
We collate data to find ways of making the temporary traffic management strategies we deploy as safe, swift and synchronised as possible.
We also provide an emergency traffic management intervention on behalf of our clients in the event of a situation that poses an immediate risk to health, life, property or the environment. For example, in the event of widespread flooding.
The Opportunity:
The Site Agent will be responsible for the operational delivery of cyclical, reactive, routine maintenance and winter service activities, supporting the successful delivery of the Sizewell C Project, one of the most significant nationally critical infrastructure projects in the United Kingdom. The role is responsible for the safe, efficient and commercially successful execution of all works across assigned areas of the project.
Operating within a highly regulated nuclear new build environment, the Site Agent will drive operational excellence while championing the highest standards of health, safety, environmental stewardship, quality and compliance. The role will provide visible leadership across the business, fostering a culture aligned with the Sizewell C vision, values and Zero Harm philosophy.
Working collaboratively with Sizewell C, supply chain partners, internal stakeholders and operational teams, the Site Agent will ensure that strategic objectives are translated into effective operational plans that deliver outstanding performance, programme certainty, sustainable growth and value for all stakeholders.
Key Responsibilities
Health, Safety, Environment and Wellbeing
- Promote and lead a Zero Harm culture across all operational activities.
- Ensure full compliance with CDM Regulations, all other statutory, company, EDF Energy, NNB and Sizewell C health, safety, environmental and quality requirements.
- Review and approve Risk Assessments, Method Statements and Permit to Work documentation.
- Undertake regular site inspections, safety tours and behavioural observations.
- Lead incident investigations and ensure lessons learned are effectively implemented.
- Ensure environmental compliance and protection of sensitive ecological and coastal areas associated with the Sizewell C development.
- Act as a role model in driving safe systems of work and continuous improvement in safety performance.
- Actively promote workforce wellbeing and engagement initiatives.
Operational Leadership
- Day-to-day delivery of highway maintenance and infrastructure activities supporting the Sizewell C project.
- Manage cyclical, routine and reactive maintenance works across the contract area.
- Coordinate emergency response and out-of-hours call-out activities as required. Ensure highway defects are assessed, prioritised and repaired in accordance with contractual response times.
- Manage winter service operations including gritting, snow clearance and severe weather response.
- Plan and coordinate labour, plant, materials and subcontractors to achieve programme requirements.
- Ensure efficient utilisation of operational resources across multiple workstreams.
- Deliver works in accordance with NEC contractual requirements, programme and client expectations.
Commercial & Financial Performance
- Support the commercial management of works through effective planning and resource allocation.
- Monitor project costs and identify opportunities for efficiency improvements and cost savings.
- Manage early warnings, variations and compensation events where applicable.
- Ensure accurate recording of labour, plant and materials.
- Contribute to monthly reporting and financial performance reviews.
Stakeholder Management
- Develop and maintain strong working relationships with Sizewell C, contractors, suppliers and local stakeholders.
- Attend collaborative planning meetings and operational review meetings
- Provide clear and accurate progress updates to contract management and clients.
- Manage stakeholder expectations while maintaining a customer-focused approach
- Collaborate closely with the internal HSEQ, Commercial, Engineering, HR, Finance and Technical Functions to achieve project objectives.
Leadership & People Management
- Lead and motivate operational teams to achieve project objectives.
- Provide direction, coaching and support to engineers, supervisors and operatives.
- Promote a high-performance culture focused on safety, collaboration and accountability.
- Support training, development and succession planning activities.
- Ensure all personnel are competent, authorised and compliant with company and project requirements.
Quality & Compliance
- Ensure all works are delivered in accordance with specifications, standards and contractual requirements.
- Maintain accurate site records and auditable project documentation.
- Drive continuous improvement initiatives across highway maintenance operations
Knowledge, Skills and Experience
Essential Experience
- Thorough knowledge of health, safety and environmental legislation.
- Experience operating within highly regulated environment where safety, quality and compliance are critical.
- Demonstrable leadership experience managing teams in complex and challenging project environments.
- Experience delivering highway infrastructure contracts including reactive, routine and cyclical works and managing winter maintenance and emergency response operations.
- Proven success in delivering operational and commercial performance targets.
- Strong understanding of NEC contracts and performance-based maintenance contracts.
- Strong programme management and organisational skills.
- Excellent stakeholder and client management abilities.
Desirable Experience
- Leadership and management qualifications.
- Experience within nuclear, energy, or regulated environments.
Essential Qualifications and Training
- HNC/HND or equivalent industry qualification in Construction, Civil Engineering, or related discipline.
- SMSTS
- IOSH Managing Safely or equivalent health and safety qualification.
- Managers and Professional CITB Health & Safety Test.
- HWM Sizewell Internal Competency Assessment.
- Full UK Driving Licence.
