Job Introduction
We are looking for an enthusiastic and motivated individual to work within our busy Parking Service. Brighton and Hove City Council is committed to protecting public resources and ensuring concessionary schemes remain accessible to residents who need them most. We are recruiting Enforcement and Investigations Officers to support our work in preventing and addressing the misuse of Concessionary Travel Bus Passes and Blue Badges.
These roles are a key part of the council’s approach to tackling fraud in a fair, proportionate and lawful way. You will work directly with members of the public, partners and colleagues across the council to uphold compliance while demonstrating professionalism, integrity and respect in all interactions.
About the Role
Reporting to the Senior Enforcement and Investigations Officer, you will investigate suspected misuse and fraud involving Blue Badges and Concessionary Travel Bus Passes. The role includes on-street inspections, on-board bus enforcement, evidence gathering, and joint working with Sussex Police, bus operators, and enforcement contractors across the city and wider Sussex area.
You will assess evidence, investigate offences, and determine proportionate outcomes in line with legislation and council policy. Outcomes may range from prosecution or Community Resolution to warnings or no further action. You will be responsible for preparing high-quality case files, including witness statements and evidential material suitable to use in court.
The post involves both covert targeted investigations and high-visibility deterrent activity on action days. You will regularly engage face-to-face with offenders, concession holders, members of the public, elected members, and partner organisations, often in contentious or high-pressure situations.
You will also represent Brighton and Hove City Council at court when required and contribute to joint enforcement operations. Keeping up to date with relevant legislation, guidance, and best practice is a key part of the role.
About you
Ideally, you will have experience working in a regulated environment, with the ability to apply legislation fairly, consistently, and proportionately. You will be confident making decisions under pressure and able to record accurate, detailed evidence in real time.
Strong communication skills are essential, along with the ability to remain calm, professional, and tactful when dealing with difficult or distressed members of the public. You will be comfortable working outdoors for most of the time and for extended periods, in all weathers, and across large areas.
A good understanding of equality, inclusion, and health and safety responsibilities is required.

Your starting salary will be pro rata if the above position is less than 37 hours or term-time only.

These would be part of your individual working arrangements alongside any personal preference agreed with your manager in advance of joining.
