CKR Utilities Limited is a family-run business founded in 2010 by Craig Broadhurst. Backed by a young management team and experienced industry professionals, we've grown from a single two-man gang into a team of over 200 people working across the North West.
We support utility companies across the region in maintaining their infrastructure, and we're expanding further in the coming years alongside our major clients. Most of our work is carried out for United Utilities via Tier 1 contractors such as Network Plus and the M Group, alongside other clients including OCU Group and Saphire Utility Solutions. Our services cover the repair and maintenance of water mains, water meter installation, private water main leak repairs, and backfill and reinstatement work.
Our main trading site is our unit and yard in Heywood, with an additional yard in Leyland and our head office in Preston.
Purpose of the Role
Support the Health & Safety Lead in delivering compliant, audit‑ready, and operationally effective HSEQ standards across a rapidly growing workforce. Assist with daily H&S operations, documentation, audits, training, incident response, and continuous improvement across all operational teams.
Key Responsibilities
Compliance & Certification
- Assist in maintaining ISO 45001 Occupational Health & Safety and ISO 9001 Quality Management compliance, including document updates, evidence gathering, and audit preparation.
- Support NHSS 12D certification processes for temporary traffic management.
- Help maintain company accreditations including CHAS, SafeContractor, Constructionline, and Achilles.
Auditing & Inspection
- Help conduct internal audits and support external audit reviews across all operational areas.
- Assist in auditing:
- Reinstatement teams – compliance, quality, safety controls, and specification adherence.
- Rehab Teams – safe working practices, procedural compliance, and reinstatement quality.
- R&M teams – job pack accuracy, site safety, and workmanship.
- Private Leakage (PL) – Site standards, and compliance.
- Metering operations – safe installation, procedural accuracy, and documentation checks.
- Maintain and update the structured audit tracker, ensuring actions are logged, monitored, and closed out.
Documentation & Control
- Assist with document control for 200+ HSEQ documents, ensuring correct versions, naming conventions, and compliance.
- Draft and update:
- Health & safety policies
- Risk assessments
- COSHH assessments
- RAMS
- Procedural guidance
- Ensure all HSEQ documentation remains current, compliant, and audit‑ready.
Training & Inductions
- Support delivery of new starter inductions.
- Help plan and deliver monthly safety training sessions and toolbox talks.
- Liaise with the training coordinator to organise training and minimise operational downtime.
Meetings & Reporting
- Take minutes and support management meetings and H&S committee sessions.
- Prepare structured reports for audits, incidents, and compliance updates.
Incident & Complaint Management
- Assist with investigations into utility damage incidents and public liability claims.
- Support management of customer and client complaints, including escalations and follow‑up actions.
Operational Support
- Provide general support to the H&S Lead and Transport Manager as the workforce continues to grow.
Essential
- Strong interest in developing a career in Health & Safety within a fast‑paced utilities environment.
- Competent in Microsoft Office (Word, Excel, SharePoint) and able to manage structured documentation.
