Job Summary
The Procurement Specialist is responsible for delivering compliant, efficient and customer-focused tender processes from receipt of a client requirement through to contract award. Working collaboratively with Procurement Business Partners, Service Delivery colleagues, customers and suppliers, they manage the end-to-end tender process, ensuring procurements are delivered in line with procurement legislation, framework requirements and Bloom governance.
The role oversees all tender activity, including preparing and publishing tenders, managing supplier engagement, responding to clarifications, supporting evaluation, issuing contract documentation and processing purchase orders. Procurement Specialists build trusted relationships with customers and suppliers throughout the procurement lifecycle, providing expert guidance, proactive communication and a high standard of service to deliver a positive experience for all parties.
Key Responsibilities
- Manage the end-to-end tender process, proactively delivering compliant, efficient and customer-focused procurements in accordance with procurement legislation, framework requirements and Bloom governance.
- Deliver a proactive, professional and high-quality service to customers and suppliers, ensuring an excellent experience throughout the procurement lifecycle.
- Prepare, publish and manage tender opportunities, including supplier engagement, tender administration, clarifications and support through to contract award.
- Build and maintain trusted relationships with customers, suppliers and internal stakeholders, acting as a knowledgeable point of contact and providing expert procurement guidance.
- Proactively support customers in developing procurement approaches that achieve value for money, encourage competition and deliver successful procurement outcomes.
- Produce and issue procurement documentation, including contracts, work orders, purchase orders and associated records, ensuring accuracy, quality and compliance.
- Support customers and suppliers in the effective use of Bloom's procurement and eTendering platforms, providing guidance, resolving queries and removing barriers to progress.
- Proactively manage and communicate tender progress, keeping customers informed of key procurement activity, milestones, clarifications, risks, decisions and next steps throughout the procurement lifecycle.
- Work collaboratively with Procurement Business Partners, Service Delivery colleagues and wider business functions to deliver a seamless "One Bloom" experience.
- Proactively monitor procurement activity to ensure agreed service levels, quality standards and timescales are achieved, identifying risks early and taking appropriate action where required.
- Identify and implement continuous improvement opportunities that enhance operational efficiency and improve the customer and supplier experience.
- Promote Bloom's commitment to social value, SME participation and third-sector engagement throughout the procurement process.
- Maintain accurate procurement records, tender documentation and management information, ensuring governance, reporting and audit requirements are met.
- Develop and maintain knowledge of the supplier marketplace, proactively identifying market capability and insights that support successful procurement outcomes
- Contribute positively to the wider Service Delivery function by sharing knowledge, supporting colleagues and demonstrating a collaborative, customer-first approach.
Skills, Knowledge and Qualifications Required
- Experience delivering excellent customer service within a customer-facing environment.
- Excellent communication and interpersonal skills, with the ability to build effective relationships with customers, suppliers and colleagues.
- Strong organisational and prioritisation skills, with the ability to manage competing deadlines in a fast-paced environment.
- Ability to work proactively, using initiative to solve problems and deliver positive customer outcomes.
- Strong attention to detail and the ability to produce accurate work while following processes and governance requirements.
- Confident using IT systems and digital platforms, with the ability to learn new technologies quickly.
- Ability to work collaboratively as part of a team while taking ownership of individual responsibilities.
