The Role
We are seeking a motivated and ambitious Senior Quantity Surveyor to join our commercial team at Sea Link Saxmundham and support the commercial management of a major civil engineering project. This role offers an excellent opportunity to develop commercial and contractual expertise whilst working on a large-scale infrastructure scheme.
The Senior Quantity Surveyor will take a leading role in the commercial management of the Sea Link Saxmundham project, managing significant work packages and supporting the successful delivery of the project from commencement through to final account.
The role will be responsible for contract administration, change management, subcontract management, commercial reporting and the protection of contractual entitlement. Working closely with the Project Manager and operational teams, the Senior Quantity Surveyor will help drive commercial performance, manage risk and maximise project value.
The successful candidate will also provide support and guidance to junior commercial team members and promote best practice across all commercial activities.
What You Will Be Doing
Commercial Management
-
Lead the commercial management of allocated work packages and areas of responsibility.

Maintain accurate records of project costs, value, commitments and liabilities.

Prepare and review monthly Cost Value Reconciliations (CVRs), forecasts and commercial reports.

Monitor project performance against budget and forecast.
-
Identify commercial risks, opportunities and improvement initiatives.
-
Ensure robust commercial controls and reporting processes are maintained.
Contract Administration & Change Management
-
Administer the contract in accordance with its terms and conditions.
-
Lead the management of contractual change events from identification through to agreement.
-
Assess and manage contractual entitlement arising from instructed changes and commercial events.
-
Prepare, submit and negotiate quotations, change submissions and commercial proposals.
-
Manage contractual notices and ensure compliance with contractual timescales and requirements.
-
Maintain change registers, claims registers and commercial trackers.
-
Support the protection of the company’s contractual and commercial position.
Claims & Entitlement Management
-
Identify, assess and manage commercial events that may give rise to entitlement.
-
Prepare and submit contractual notices where required.
-
Develop and maintain robust supporting records for commercial recovery.
-
Assess the commercial impact of changes, delays and disruptions.
-
Support the preparation, negotiation and agreement of claims and final accounts.

Assist in developing strategies to maximise commercial recovery and minimise commercial risk.
Subcontract & Supply Chain Management
-
Manage subcontractor and supplier procurement activities.
-
Prepare, negotiate and administer subcontract agreements.
-
Assess and certify subcontract applications and payments.
-
Manage subcontract changes, variations and compensation events.
-
Negotiate and agree subcontract final accounts.
-
Monitor subcontractor performance and commercial compliance.
-
Maintain strong commercial relationships with subcontractors and suppliers.
Financial Management & Reporting

Support the delivery of project financial objectives.
-
Review and challenge forecasts, budgets and commercial assumptions.
-
Prepare cashflow forecasts and expenditure projections.
-
Monitor cost trends and emerging commercial issues.
-
Support the preparation of applications for payment and valuation submissions.
-
Provide accurate commercial reporting to project and senior management teams.
Risk & Opportunity Management
-
Identify, assess and manage commercial and contractual risks.
-
Maintain risk and opportunity registers.
-
Develop and implement mitigation measures.
-
Promote proactive management of change, entitlement and commercial risk.
-
Support compliance with contractual obligations and company procedures.
Client & Stakeholder Management
-
Develop and maintain positive working relationships with clients, consultants, subcontractors and suppliers.

Attend commercial meetings, negotiations and project reviews.
-
Support resolution of commercial and contractual matters.
-
Promote collaborative project delivery whilst protecting the company’s commercial interests.
Team Support & Development
-
Provide guidance and support to Quantity Surveyors, Assistant Quantity Surveyors and Commercial Administrators.

Assist with mentoring and development of junior commercial team members.
-
Promote commercial best practice and consistency across the project.
-
Support knowledge sharing and continuous improvement within the commercial team.
What We Are Looking For
Essential:
-
Degree qualified in Quantity Surveying, Commercial Management, Civil Engineering or a related discipline.
-
Significant experience as a Quantity Surveyor within the civil engineering, infrastructure or construction sectors.
-
Strong experience administering construction contracts and managing commercial processes.
-
Experience managing change events, contractual notices and commercial recovery.
-
Strong understanding of cost control, forecasting, CVRs and commercial reporting.
-
Experience managing subcontract accounts and procurement activities.
-
Excellent negotiation, communication and stakeholder management skills.
-
High level of commercial awareness and attention to detail.
-
Proficient in Microsoft Excel and commercial reporting systems.
Desirable:
-
Experience working on major infrastructure, energy or utility projects.
-
Experience with bespoke contracts and heavily amended contract forms.
-
Knowledge of NEC, FIDIC or other standard forms of contract.
-
Experience mentoring junior commercial team members.
-
Experience supporting final account negotiations and dispute avoidance.
-
Professional membership (RICS, ICES or equivalent).
