Overview
We are seeking an experienced and highly organised Responsible Financial Officer (RFO) to oversee the financial management of the Town Council. The successful candidate will play a pivotal role in ensuring sound financial practices, maintaining accurate financial records, and supporting strategic financial planning, working closely with the Clerk. This role offers an excellent opportunity for a professional with understanding of financial services. The RFO will be responsible for managing budgets, financial reporting, and ensuring compliance with relevant regulations, all while fostering a culture of transparency and fiscal responsibility.
Barmouth Town Council is also looking for a Clerk to The Council, 16 hours per week, and applicants are welcome to apply for both RFO + Clerk role combined, subject to experience and suitability.
Duties
- Oversee the council’s financial management, including budgeting, forecasting, and financial reporting and work closely with the Clerk to the Council.
- Maintain accurate and up-to-date financial accounting records in accordance with statutory requirements.
- Manage accounts payable processes, ensuring timely payments and proper documentation.
- Implement cost control measures to optimise organisational efficiency
- Lead financial planning initiatives to support organisational objectives and long-term sustainability.
- Supervise the preparation of financial statements, reports, and audits and report to the councillors.
- Provide strategic advice on grant funding opportunities.
- Ensure compliance with all relevant financial regulations and internal policies.
- Liaise with external auditors, regulators, and stakeholders regarding organisational finances.
Requirements
- Proven experience in financial management, including budgeting, accounting, and reporting.
- Knowledge of Scribe Accounting preferable (but training will be available)
- Expertise in financial planning, analysis and reporting.
- Experience in managing accounts payable processes and implementing cost control measures.
- Excellent organisational skills with attention to detail and accuracy.
- Strong communication skills to liaise effectively with internal teams and external stakeholders.
- Relevant qualifications such as ACCA, CIMA or equivalent are an advantage.
Pay: £16.08 per hour
