We are seeking an experienced and highly motivated Technical Services Manager to join a leading Total Facilities Management (TFM) provider delivering integrated services to a Local Authority with a diverse and extensive property portfolio, requiring a professional who can effectively manage complex mechanical and electrical service delivery across multiple sites.
This is an exciting opportunity for an ambitious individual who thrives in a fast-paced, customer-focused environment and has a proven track record of delivering technical excellence, statutory compliance, and operational performance within Facilities Management.
Key Responsibilities
- Lead the management and delivery of Mechanical and Electrical (M&E) maintenance services across a diverse property estate.
- Ensure full compliance with all statutory, regulatory, and health and safety requirements.
- Manage planned preventative maintenance (PPM) programmes and oversee reactive maintenance activities.
- Provide technical leadership and support to operational teams, contractors, and stakeholders.
- Monitor service performance against contractual KPIs and SLAs, implementing improvements where required.
- Develop and maintain strong relationships with client and internal stakeholders.
- Manage specialist service providers and subcontractors, ensuring high standards of workmanship, safety, and customer service.
- Support lifecycle planning, asset management strategies, capital projects, and energy efficiency initiatives.
- Contribute to budget management, financial forecasting, and cost control activities.
- Drive continuous improvement initiatives that enhance service delivery and customer satisfaction.
About You
To succeed in this role, you will have:
- Significant experience in a Technical Services Manager, Engineering Manager, or similar role within Facilities Management.
- Strong Mechanical and Electrical building services knowledge, supported by relevant technical qualifications.
- Demonstrable experience working within a high-performing and fast-paced Facilities Management environment.
- Experience managing technical services across multi-site estates, ideally within local government, education, healthcare, or public sector environments.
- Sound understanding of statutory compliance requirements, including health and safety legislation and building services regulations.
- Proven ability to manage contractors, projects, budgets, and service performance.
- Excellent leadership, communication, and stakeholder management skills.
- A proactive approach to problem-solving and continuous improvement.
Desirable Experience
- Experience working within a Total Facilities Management contract.
- Previous involvement in Local Authority or public-sector estates.
- Familiarity with educational environments and school buildings.
- Professional membership or qualifications such as IOSH, NEBOSH, CIBSE, IET, or equivalent.
- Knowledge of asset management systems and CAFM platforms.
