The Head of Housing Building Safety and Investment Planning is a senior leadership role with independent accountability for the strategic management, safety, compliance and long‑term investment of the Council’s housing assets. This is a new role in the service, so there is a great opportunity to shape your team and resources as part of Rotherham’s Council Housing Transformation Programme.
The role provides corporate leadership and assurance on building safety and housing investment, operating in a complex and highly regulated environment where decisions carry significant financial, legal, reputational and life‑safety consequences.
The postholder is responsible for ensuring that the Council’s housing stock is safe, legally compliant, sustainable and fit for the future, and that the Council meets its statutory and regulatory obligations in relation to building safety, housing standards and asset management.
The postholder leads the development and delivery of asset management, building safety and compliance strategies, oversees the governance and assurance frameworks for these functions, and directs the planning and delivery of large‑scale capital investment and major works programmes.
Working at a senior and corporate level across the Council, the role influences strategic decision‑making, advises Elected Members and senior officers on high‑risk and high‑value matters, and represents the authority with regulators, partners and external stakeholders.
