Deputy Head of Service (Assets & Development) — Social Housing

Fortem People is proud to be partnering with a well-established, values-driven housing group in West Yorkshire to recruit a Deputy Head of Service (Assets & Development).
This is a genuinely broad remit, spanning strategic asset management, a 30-year planned maintenance programme, and a live development and acquisitions pipeline, with a clear route to deputise at Head of Service level. WHAT YOU'LL BE DOING
Reporting to the Head of Property Services and leading the Assets & Development team, you'll:
- Lead the Asset Management Strategy, commissioning stock condition surveys and driving the 30-year planned maintenance programme
- Own procurement for planned maintenance, cyclical and refurbishment works, using frameworks and consortia to secure value for money
- Shape the development pipeline, appraising acquisitions and new schemes within a clear risk framework
- Chase funding that makes growth possible, pursuing Homes England and West Yorkshire Combined Authority grants and preparing Social & Affordable Housing Programme bids
- Manage the leasehold portfolio end to end, from lease reviews and renewals to acquisitions, disposals and landlord negotiations
- Report directly into senior leadership, Board and committees on asset performance, investment and property related risk
WHO WE'RE LOOKING FOR
- Proven leadership and performance management experience
- A strong track record in development and property related asset management
- Experience procuring, awarding and managing contracts across development, refurbishment and planned maintenance
- Skilled contract negotiation, with sound budget management, financial control and reporting
- A demonstrable record of managing HSE and legislative compliance
- Experience presenting reports and recommendations to senior leadership, boards or committees
- A relevant construction or property management qualification, with evidence of CPD
Social housing experience and membership of a professional body (RICS, CIOB or CIH) would be great to have, but if you're bringing strong development and asset management experience from a different setting, we'd still love to hear from you.
