We're recruiting for a Quantity Surveyor (QS) to join RCE, the self-delivery arm of Octavius, supporting delivery on the Gen5 Framework with West Sussex County Council.
This role offers the opportunity to take ownership of a key highways project, a £2.6m roundabout scheme on the A29 in Barnham, involving drainage, surfacing and associated civils works. Construction is due to start on early August, with a 9–10 month programme, giving you immediate exposure to a live project from day one.
Beyond this scheme, there is a strong pipeline of future work across the South Coast, offering continuity and long-term development.
As Quantity Surveyor, you'll take day-to-day commercial ownership of the Barnham project, acting as the key interface with the client and supporting successful delivery on site.
You'll work closely with a Senior Quantity Surveyor, giving you support and development, while still having autonomy to run your own project.
Key responsibilities include:
- Taking responsibility for the financial and contractual performance of the project, ensuring robust cost control and commercial reporting
- Managing applications for payment, forecasts, CVRs and cost plans, ensuring accuracy and visibility of project performance
- Administering NEC contracts, including change control, compensation events and contractual compliance
- Leading subcontractor procurement, management and payments, building strong supply chain relationships
- Monitoring progress on site, attending project meetings and ensuring commercial actions support delivery
- Identifying and managing commercial risks and opportunities to maximise project performance
- Acting as a trusted point of contact for the client, maintaining strong working relationships

You'll be an experienced QS who is confident managing your own project, working closely with both site teams and clients.
- Proven experience in a Quantity Surveyor role within civil engineering / highways
- Strong working knowledge of NEC contracts (essential)
- Experience managing cost control, forecasting and reporting on live projects
- Ability to build strong relationships with clients, stakeholders and supply chain partners
- A proactive, organised and commercially aware approach
- Background with a Tier 2 or Tier 3 contractor (desirable)
- Willingness to be visible on site and regularly attend the Winchester office (minimum 3 days per week on site/office)
- Own your own project from day one (not just supporting)
