The Technical Licensing Officer is a temporary, full-time role lasting three months, focused on the administration and delivery of housing licensing functions. The position is crucial for ensuring that applications, inspections, records, and compliance activities are managed efficiently and in line with legislative requirements. The successful candidate will collaborate with housing, licensing, environmental health, and regulatory services teams to ensure accurate processing of licensing applications within agreed timescales, while maintaining a high standard of customer service.
Licensing Administration-
Process housing and licensing applications.

Validate application documentation.

Maintain accurate licensing records and databases.

Ensure compliance with legislative and policy requirements.

Support the administration of licensing schemes and regulatory functions.

Case Management
-
Manage a varied caseload of licensing enquiries and applications.

Monitor application progress and compliance requirements.

Update systems with accurate and timely information.

Ensure all actions meet service standards and deadlines.

Customer Service & Advice
-
Respond to enquiries from residents, landlords, agents, businesses, and other stakeholders.

Provide advice on licensing requirements, application processes, and compliance matters.

Deliver a professional and customer-focused service.

Liaise with applicants regarding additional documentation and information requirements.

Compliance & Regulatory Support
-
Support officers in ensuring compliance with licensing legislation.

Assist with investigations and licensing reviews where required.

Prepare correspondence, notices, reports, and other documentation.

Support monitoring and enforcement activities.

Record Keeping & Data Management
-
Maintain accurate electronic and manual records.

Ensure documentation is uploaded and stored correctly.

Produce reports and statistical information as required.

Support audit and performance monitoring activities.

Partnership Working
-
Work closely with internal departments and external agencies.

Liaise with landlords, managing agents, and partner organisations.

Support collaborative working across housing and regulatory services.
Requirements:
Essential-
Experience in Licensing, Regulatory Services, Housing, Environmental Health, or Local Authority environments.

Knowledge of housing licensing legislation and regulatory requirements.

Experience processing applications, assessments, and compliance documentation.

Strong administrative and case management skills.

Excellent communication and customer service skills.

Good standard of education, including English and Mathematics (or equivalent).

Understanding of licensing and regulatory processes.

Knowledge of housing legislation and licensing requirements.

Experience managing records, applications, and case files.

Excellent organisational skills and attention to detail.

Strong IT skills, including Microsoft Office applications.

Previous local authority or council experience.

Experience dealing with property licensing schemes, including HMO licensing.

Experience using licensing management systems and databases.

Knowledge of housing enforcement and compliance processes.

Qualification relating to Housing, Licensing, Environmental Health, Business Administration, or Public Services.

Knowledge of HMO Licensing and Selective Licensing schemes.

Experience supporting compliance or enforcement functions.

Previous local authority/council experience is highly desirable.
