Overview
The Proposals Manager leads the estimating and proposals function to secure profitable work primarily across ECS’s Construction (fabrication) Sector but also supporting the fabrication/engineered solutions aspects within the Water Management, Water Engineering, and Power & Industrial sectors. The role ensures a structured and consistent approach to opportunity management, tendering, and forecasting, while developing both people and process capability to support business growth.
Responsibilities
Opportunity Management & CRM
- Generate BD opportunities by nurturing existing client opportunities.
- Generate BD prospects, identifying new client opportunities in line with the Construction Sector Strategy
- Log future prospects within the relevant Trello sector board and follow up these prospects to future formal enquiry stage
- Build strong internal/external relationships to encourage early engagement.
- Ensure strong visibility of enquiry follow ups are maintained in Datafile
Enquiry Intake & Qualification
- Oversee the accurate logging, , and maintenance of all formal enquiries within Datafile.
- Lead bid/no-bid decisions.
- Review tender documentation, drawings, and specifications.
- Identify contractual and commercial risks in collaboration with the commercial team
- Undertake or assign site visits if necessary and integrate findings into pricing.
- Allocate and prioritise enquiries across the estimating team in a balanced way to meet the clients deadlines
- Ensure CRM data provides an accurate pipeline for reporting and forecasting.
Estimating & Proposal Development
- Discuss and develop bid strategy including methodology, risks, and competitive positioning.
- Develop accurate labour, manufacturing, material, and subcontractor costings.
- Validate costs with Engineering, Operations, and Procurement.
- Review take-offs for accuracy
- In process and final review estimates produced by estimating team for accuracy and compliance.
- Gatekeep the authorization of tenders in line with the Authorization limits for the department (TBC)
Tender Submission & Client Engagement
- Ensure tenders are compliant, high‑quality, value orientated and submitted on time.
- Pursue clarifications and revisions as required.
- Follow up with clients to gather feedback and negotiate.
- Promote ECS’s value proposition to improve win rates.
- Ensure customer compliments and complaints are logged within our systems and contribute to any resolution
Contract Award, Handover & Lessons Learned
- Manage the preparation of high quality tender handovers & meetings , with clear concise information.
- Lead handover meetings with Project Delivery.
- Analyse selected successful and key unsuccessful tenders to capture lessons learned and feedback
- Monitor estimating accuracy vs. actual performance.
- Participate in production meetings to use capacity information to lead win strategies
Pipeline Reporting & Forecasting
- Maintain accurate Datafile forecast reports
- Maintain oversight of the performance against budget of the department’s key stakeholder (mainly fabrication)
- Produce monthly tender and outcome reports.
- Maintain accurate financial forecasting of the expected pipeline
- Track KPIs for the estimating function.
Leadership & Team Responsibilities
- Manage, Lead and mentor the estimating team.
- Promote cross‑department collaboration.
- Drive continuous improvement in processes and tools.
- Encourage cost‑aware behaviours across the business, sharing learnings and seeking innovation to reduce costs
- Build exceptional customer relationships across the team
