About the role
Blackpool Transport is looking for an experienced and confident HR Manager to help lead the delivery of a professional, practical and people-focused HR service across the business.
This is a key role in a busy, operational and safety-critical transport environment. You will work closely with managers, employees, trade union representatives and senior leaders to support effective people management, employee relations, workforce planning, policy development and organisational change.
The role would suit someone who enjoys being close to the operation, can give clear and pragmatic HR advice, and is confident supporting managers through complex and sensitive employee matters. You will play an important part in helping the business build a positive workplace culture, improve manager capability, and ensure our HR practices are fair, consistent and legally compliant.
What you will be doing
You will provide professional HR advice and support across a broad range of people matters, including disciplinary, grievance, capability, absence, performance and conduct cases.
You will also support organisational change, consultation, recruitment, workforce planning, HR reporting, policy development and employee engagement activity. As part of the role, you will help maintain constructive working relationships with recognised trade unions and support managers in applying employment policies consistently and confidently.
This is a varied and hands-on HR role, requiring strong judgement, resilience, confidentiality and the ability to balance employee support with the operational needs of the business.
Key responsibilities
- Provide clear, practical and consistent HR advice to managers and employees.
- Support disciplinary, grievance, absence, capability, performance and conduct matters.
- Advise on employee relations cases in line with employment law, company policy and good practice.
- Support investigations, hearings, appeals and formal meetings.
- Maintain constructive relationships with trade union and employee representatives.
- Support consultation, organisational change and changes to working practices.
- Support development of HR policies, procedures and guidance.
- Produce HR reports and management information on absence, turnover, employee relations, recruitment and workforce trends.
- Coach managers to improve confidence and consistency in people management.
- Promote fair, inclusive and respectful employment practices across the business.
- Support recruitment, onboarding, workforce planning and employee engagement activity.
- Ensure HR records, systems and documentation are accurate, confidential and compliant.
About you
We are looking for someone who is professional, confident and solutions-focused, with strong HR knowledge and the ability to build credible relationships across the business.
You should have experience working in a HR advisory or HR management role and be comfortable advising managers on complex employee relations issues. Strong communication skills, sound judgement and the ability to manage sensitive matters professionally are essential.
Experience in a unionised, operational, transport or safety-critical environment would be a strong advantage.
Essential requirements
- CIPD Level 5 qualification or equivalent relevant HR experience.
- Experience working in a HR advisory or HR management role.
- Strong working knowledge of employment law, HR policy and employee relations processes.
- Experience advising on disciplinary, grievance, absence, performance and capability matters.
- Ability to interpret policies, procedures and legislation and apply them practically.
- Excellent written, verbal and interpersonal communication skills.
- Strong ICT skills, including Microsoft Office and HR systems.
- Ability to handle confidential and sensitive matters with professionalism and discretion.
- Ability to work both independently and as part of a wider team.
Desirable requirements
- CIPD Level 7 qualification or working towards Chartered CIPD status.
- Experience working in transport, operational, unionised or safety-critical environments.
- Experience supporting organisational change, restructuring or collective consultation.
- Experience working with trade unions or employee representatives.
- Experience using HR systems, reporting tools and workforce data.
- Employment law, mediation, coaching or investigation training.
