This is a permanent post which is mainly home based. The Clerk is expected to attend monthly in-person, meetings on the second Thursday of each month (except for August).
Initially this role is for 21 hours week with the possibility of increasing. The renumeration is SL2 18/25 (£16.62 £18.85) per hour depending on experience. Additional home-working allowance and mileage expenses provided. Laptop & printer provided.
Main Responsibilities
The Clerk will be key to ensuring that all legal, statutory, and other governing provisions relating to the council are observed and that all council meetings are properly administered and decisions effectively implemented. Relevant experience and qualifications are desired but full training can be given, with the expectation that the Clerk work’s towards relevant Certificate of Local Council Administration qualifications if these are not already held.
The Clerk’s work includes but is not limited to:
· Preparing the PC meetings and agendas
· Taking minutes
· Updating and maintaining the PC website and other social media where appropriate
· Updating council policy
· Providing clear guidance to councillors and dealing with any actions arising.
· Liaising and communicating with relevant stakeholders.
As the Responsible Financial Officer, the Clerk is also responsible for:
· Financial management of Council funds
· Preparing accurate accounts using Scribe account systems
· Presentation of accounts
· General record keeping
· Monitoring payments and receipts
· VAT reclamation
· Budgeting
· Ensuring full transparency and accountability
· Preparation of the annual budget for Council precept
· Work with internal/external auditors
Key Knowledge Required:
· English and Maths at grade C or above.
· Completion of, or willingness to work toward, Certificate of Local Council Administration (training can be provided).
· Excellent organization skills
· A good knowledge and understanding of Parish Council procedures and/or relevant accounting procedures is desirable.
