Job Description:
We are seeking an experienced Senior Building Control Surveyor (Level 3 Building Inspector) to join our highly regarded Building Control team.
This role is ideally suited to a current or recently practising Senior Building Control Surveyor who possesses strong technical knowledge, excellent professional judgement and the ability to manage complex and high-profile projects.
You will undertake specialist assessments, review plans, carry out site inspections, investigate dangerous structures, provide expert Building Control advice and ensure compliance with the Building Act 1984, Building Regulations, Building Safety Act and associated legislation.
The successful candidate will manage a varied caseload that includes higher-risk buildings within the scope of the Building Safety Regulator (BSR) and will play a key role in maintaining public safety across Westminster.
Key Responsibilities:
Manage and evaluate a portfolio of construction projects, including complex commercial developments and higher-risk buildings.
Review plans and specifications to assess compliance with Building Regulations, the Building Act 1984 and associated legislation.
Conduct site inspections throughout all stages of construction.
Provide Building Control advice and guidance via telephone, email, virtual meetings and face-to-face consultations.
Undertake specialist technical assessments and make decisions within validated competency levels.
Assess dangerous structures and arrange emergency remedial works where necessary.
Participate in the out-of-hours dangerous structures rota.
Investigate unauthorised works, demolition notices, dangerous structures and complaints from residents and stakeholders.
Initiate and progress enforcement action, including the preparation of statutory notices, evidence files and legal proceedings.
Attend court and act as the authority's expert witness where required.
Maintain accurate inspection records, correspondence and audit trails.
Liaise with developers, architects, contractors, statutory consultees, residents, elected members and internal departments.
Support the training and development of Trainee and Assistant Surveyors.
Assist the Principal Surveyor and Head of Building Control with wider service responsibilities.
Contribute to service improvement initiatives and the maintenance of ISO 9001 accreditation.
Promote excellent customer service and support the growth and development of the Building Control service.

Essential Requirements:
LEVEL 3 REGISTERED
Qualifications & Professional Membership
Degree in Building Control, Construction, Building Surveying, Civil Engineering or a related construction discipline, or equivalent qualification.
Full corporate membership of a recognised professional body such as:
RICS
CABE
CIOB
or equivalent recognised institution.
Hold a valid Building Safety Regulator registration/licence, or be able to demonstrate the qualifications and competency required to obtain registration.
Building Inspector Registration
The successful candidate should possess competence equivalent to:
Band A (Domestic)
Inspection of traditional domestic buildings up to three storeys.
Band B (General)
Inspection of a broad range of non-complex domestic and non-domestic buildings.
Band C (Specialist)
Inspection of complex and higher-risk buildings, including those within the scope of the Building Safety Regulator.
Experience
Minimum of seven years' Building Control experience.
Experience working as a Senior Building Control Surveyor or equivalent level role.
At least five years' Building Control and/or comparable construction industry experience at Assistant Surveyor level or above.
Minimum two years' experience working at Building Control Surveyor level equivalent to BSCF Licensing Bands B and C.
Significant stakeholder engagement and customer-facing experience.
Experience reviewing complex construction proposals and inspecting construction projects.
Experience negotiating with design teams and developers to secure compliance.
Experience working within demanding operational environments and managing competing priorities.
Experience undertaking enforcement activities and dealing with regulatory compliance matters.

Full driving licence and access to transport suitable for carrying out the duties of the role, or an alternative means of travel that enables the post holder to fulfil the role requirements.
Ability to work on active construction sites, including climbing ladders, traversing uneven ground and entering excavations where required.
Flexibility to work outside normal working hours to support operational requirements and emergency response arrangements.
