Role Overview
The SHEQ Lead holds overarching responsibility for the design, implementation, maintenance and continuous improvement of the Company's Safety, Health, Environmental and Quality (SHEQ) framework across all operational sites and customer locations where services are delivered. The role is responsible for ensuring the organisation operates in full compliance with all applicable legal, regulatory and industry requirements whilst maintaining certification to ISO 9001 (Quality Management), ISO 14001 (Environmental Management) and ISO 45001 (Occupational Health & Safety).
The position extends beyond internal compliance and includes auditing customer sites, supporting operational delivery teams, monitoring contractor performance and providing assurance that contractual, regulatory and company standards are consistently achieved. The SHEQ Lead will act as the Company's competent person for Health & Safety and serve as the principal subject matter expert for SHEQ matters across the business.
The role is also responsible for managing company-wide drugs and alcohol testing programmes, coordinating occupational health arrangements, leading incident investigations, overseeing emergency preparedness and business continuity planning, and driving a culture of continual improvement. Working closely with senior leadership, the SHEQ Lead provides strategic advice, performance insights and practical solutions that support operational excellence, regulatory compliance and sustainable business growth.
Key Responsibilities
Compliance & Governance

Maintain and continually improve the Company's integrated SHEQ management systems in line with ISO 9001, ISO 14001 and ISO 45001 standards.
Act as the Company's competent person for Health & Safety, providing professional advice and guidance to Directors, Managers and employees in accordance with the Management of Health and Safety at Work Regulations.
Ensure compliance with all applicable statutory, regulatory and client-specific requirements across company sites and customer locations.
Monitor changes in UK health, safety, environmental and quality legislation and ensure company policies, procedures and management systems remain fully compliant.
Develop, review and maintain all SHEQ policies, procedures, management systems, forms and associated documentation.
Maintain document control processes, ensuring only current approved documentation is available and in circulation throughout the business.
Promote SHEQ best practice and ensure a consistent approach across all operational activities.
Support operational teams in achieving compliance whilst maintaining practical and effective working arrangements.

Audits & Certification

Plan and lead internal audits across company sites, customer locations and operational activities.
Coordinate external certification audits and ensure ongoing readiness for ISO compliance.
Manage audit schedules and ensure timely closure of corrective and preventive actions.
Implement corrective actions following audit findings and monitor effectiveness.
Conduct customer site audits and inspections to verify compliance with contractual, regulatory and company standards.
Ensure subcontractors and suppliers meet company SHEQ standards through pre-qualification assessments, audits and ongoing performance monitoring.
Organise and lead Management Review Meetings in accordance with the requirements of ISO 9001, ISO 14001 and ISO 45001.
Maintain audit records and certification documentation.

Risk Management

Conduct risk assessments and hazard identification activities across company and customer operations.
Implement risk mitigation strategies and monitor effectiveness.
Review and approve risk assessments, method statements and safe systems of work.
Lead incident investigations and root cause analysis, ensuring lessons learned are communicated and embedded throughout the business.
Monitor trends relating to accidents, incidents, near misses and non-conformances to identify improvement opportunities.
Support managers in managing operational risks and implementing appropriate control measures.

Emergency Planning & Business Continuity

Develop, implement and maintain emergency response procedures for all operational sites, offices and customer locations.
Ensure suitable arrangements are in place for foreseeable emergencies, including fire, environmental incidents, spills, severe weather, utility failures and major operational disruptions.
Coordinate the development and maintenance of site-specific emergency response plans, evacuation procedures and business continuity arrangements.
Organise and lead periodic emergency drills and exercises to test the effectiveness of emergency response procedures.
Investigate emergency incidents and review response effectiveness, ensuring lessons learned are implemented.
Liaise with emergency services, regulators, customers and other relevant stakeholders as required.
Ensure employees, contractors and visitors receive appropriate information, instruction and training regarding emergency procedures.
Maintain emergency equipment, resources and contact information necessary to support effective incident response and recovery.

Drugs, Alcohol & Occupational Health

Manage company-wide drugs and alcohol testing programmes, ensuring compliance with company, client and legal requirements.
Coordinate occupational health assessments for employees in safety-critical roles or where required by legislation, risk assessment or project specifications.
Manage occupational health referrals and fitness-for-work processes.
Maintain confidential health records in accordance with GDPR and data protection requirements.
Monitor trends and recommend improvements to occupational health and wellbeing arrangements.

Client & Commercial Support

Support tender submissions, client pre-qualification questionnaires (PQQs) and SHEQ elements of contract documentation.
Provide SHEQ guidance to operational and commercial teams during bid preparation and project mobilisation.
Liaise with customers regarding SHEQ performance, contractual obligations and continuous improvement opportunities.
Support the implementation of client-specific SHEQ standards and requirements.
Attend client meetings, audits and performance reviews where required.

Training & Awareness

Develop and deliver SHEQ training programmes for employees, contractors and managers.
Deliver toolbox talks, SHEQ briefings and awareness campaigns.
Promote a positive safety, environmental and quality culture throughout the organisation.
Identify SHEQ competency requirements and support training and development plans.
Coach and support managers in the effective application of SHEQ standards and procedures.

Reporting & Continuous Improvement

Develop annual SHEQ objectives and improvement plans aligned to business strategy and operational priorities.
Establish, monitor and report on SHEQ performance against agreed objectives and KPIs.
Prepare detailed SHEQ reports for the Senior Leadership Team, including audit findings, incidents, trends, compliance metrics and improvement plans.
Analyse SHEQ performance data and identify opportunities for continual improvement.
Lead and support initiatives to improve safety, environmental performance, quality standards and operational efficiency.
Benchmark performance against industry best practice and implement improvement opportunities where appropriate.

Qualifications, Skills & Experience

Proven experience in SHEQ management within industrial, engineering, utilities or construction environments.
Strong working knowledge of ISO 9001, ISO 14001 and ISO 45001 standards.
Experience managing integrated management systems and certification processes.
Strong auditing and compliance expertise, including customer and site audits.
Experience managing occupational health programmes and substance testing processes.
NEBOSH Diploma (or equivalent qualification).
Internal Auditor qualification.
Lead Auditor qualification (desirable).
IOSH membership, with GradIOSH or CMIOSH status desirable.
Proficient in SHEQ management systems, data analysis and reporting tools.
Excellent report writing and documentation skills.
Strong communication, leadership and stakeholder management abilities.
