HcL – Dial-a-Ride, Dial-a-Bus, Community Bus Services
JOB PARTICULARS: OPERATION SUPERVISOR (24 hours per week on average)
INTRODUCTION
HcL is a major Scottish Charity based in the Lothians. The organisation was set up in November 1982 (over 40 years’ service) to operate a transport service for people with a range of disabilities and health needs who are unable, or have great difficulty, in using public transport.
HcL receives most of its funding from The City of Edinburgh Council, West Lothian Council, Midlothian Council, East Lothian Council and the Scottish Government, to provide:
1. Dial-a-Ride, a door-through-door transport service
2. Dial-a-Bus a semi-scheduled shopping service
3. Transport to Day/Learning Centres for City of Edinburgh Council
4 Local Bus services: Community Bus Partnerships with Councils
Our services cover rural parts of Lothians in addition to towns/cities, operating from our 3 local bases. We also respond to requests for journeys nationally on an availability basis.
Currently there are 38 minibuses (Dial-A-Ride), 4 (Dial-A-Buses) and 6 (Community Buses) vehicles in the fleet which have been specially adapted to carry wheelchair users, ambulant and other passengers. These vehicles mainly cover each of the 4 unitary Councils in East Lothian, Edinburgh, Midlothian, and West Lothian.

JOB PURPOSE AND NATURE OF CONTRACT
To assist in the operation of the HcL services, in a flexible, multi-functional approach.
ACCOUNTABILITY
On a daily basis to the Operations Manager and through him to the Senior Operations Manager for the day-to-day operation of the services.
1.1 Generally assist and advise the Operations Managers and staff in the day-to-day running of the service overall in West Lothian
1.2 Deputise for the Operations Manager as required.
1.3 Attend Management and Executive Committee meetings as required.
1.4 Co-ordinate and collate monthly returns of statistical and other information.
1.5 Undertake special duties or projects as agreed.
2.1 Organise the service in accordance with Company objectives and policy to ensure maximum operational efficiency and continuity.
2.2 Develop the service to improve take up, customer facilities etc.
2.3 Distribute information and answer enquiries.
2.4 Liaise with local agencies and members of the public.
2.5 Ensure passenger safety and deal with complaints.
2.6 Undertake relief dispatch and driving duties as required.
2.7 Be on call for problems out with office hours when operations manager is not available
3.1 Organise and deploy staff and volunteers.
3.2 Advertise and interview for vacant posts in association with the Operations Manager.
3.3 Arrange for Induction, and or training of staff.
3.4 Provide day-to-day supervision and support, including disciplinary and grievance procedures.
3.5 Arrange local staff meetings and attend meetings called by other Managers
4.1 Deploy and control vehicles in operation.
4.2 Make arrangements for servicing, maintenance and repair.
4.3 Make regular inspection checks.
4.4 Keep vehicles and staff up to date with all legislation.
5.1 Make arrangements for minor repairs and maintenance.
5.2 Report on other defects or problems.

5.4 Issue, receive and check log sheets.
5.5 Record statistical information and make monthly returns and reports.
5.6 Order and control supplies and equipment as authorised.
5.7 Assist in fundraising activities.

6.1 To undertake other duties as required.
· Experience in supervising and organising staff is essential.
· Good communication skills (both oral and written) are essential.
· Candidates must have knowledge of vehicles, maintenance and scheduling.
· Excellent IT skills and working in an office is essential.
· Proficient use of Microsoft packages
Terms and conditions will be made available, but the following are of primary relevance.
Salary Point 23 - £27,756. This post averages 24 hours per week pro rata £19,032.
Ongoing employment is dependent on funding from local Councils who presently provide the bulk of HcL funding. There is a 6-month probationary period. Statutory notice periods apply. Membership of the PVG scheme and checking is required.
An average of 24 hours per week will be worked, usually Monday to Thursday. However flexible working including evenings and weekends may be required.
30 days paid holidays plus 6 statutory per year pro rata. Access to Peoples Pension/Lothian Pension with employer contributions up to 17.8%
