The Commissioning Manager will be accountable and responsible for all of the testing and commissioning activities predominantly at HS2 Old Oak Common Station, with co-ordination and direction from the sector lead (Head of Commissioning).
The role will include engaging with our client(s) test and commissioning team and managing commissioning our engineers and technicians, both for internal resource and the “supply chain”, through collaboration with delivery managers, the assurance team and 3rd party providers.
Deliver commissioning activities in line with VVB procedures, processes and forms to ensure commissioning excellence.
The role will also be responsible for mentoring graduates as well as the application of VVB’s CORE values in their day-to-day duties.
Responsibilities -

Providing leadership in all facets of commissioning to deliver the project(s) to meet cost, time and quality requirements.

Manages commissioning resource allocations and requirements to meet programme/schedule dates and demobilisations.

Produce all project specific commissioning programmes and RAMS. Ensure that associated plans, ITP’s, QAD’s, check sheets, RAMS etc are completed correctly and are verified.

Adhere to VVB’s commissioning procedures and processes.

Ensure sufficient training and guidance is provided to clients at handover stage, in-line with Contract obligations.

Ensure compliance with VVB’s Mechanical and Electrical Safety Rules and promote compliance of these to the commissioning team.

Attendance at FAT and SAT (where required) to ensure compliance with requirements.

Support site teams on-site (as required) to deliver testing and commissioning.

Ensures design reviews are carried out with Commissioning Engineer involvement to ensure commission ability.

Acts as the Commissioning Engineer on smaller projects as required.

Ensures that the project(s) are in compliance with VVB’s Procedures and Quality Management System.

Overseeing that the highest standards of health and safety are considered as a priority.

Prepares or oversees the preparation of hour estimates and programmes for commissioning in accordance with project scope, schedule, and budget, and manages implementation and performance accordingly.

Carries out pro-active inspections of project(s) to ensure compliance with the VVB and project requirements. Hold project personnel to account to resolve non-conformances/issues found.

Keep up to date with all relevant legislation, law, standards and best practise.

Ensure all formal communication relevant to commissioning is undertaken and managed (RFI’s, TQ’s, EWN’s, MAR’s etc).

Working with the Commercial Teams to track change and variances.

Working with the Planning department to plan the T&C project stages. Provision of accurate assessment on forecast works (resource, time and cost) to complete and provide suitable readjustments to ensure project programme is maintained. Ensure the implementation and performance accordingly.

Engage with the Clients Fire Officer to ensure compliance and smooth delivery of commissioning.

Liaise with local Fire Brigade as required to deliver compliant and accepted project commissioning.
Requirements -

Testing and Commissioning principles and techniques for Mechanical, Electrical and Controls systems.

Knowledge of relevant mechanical and electrical installations legislation and standards.

Working knowledge of BSRIA Commissioning Guides.

Awareness of explosive atmospheres (DSEAR / ATEX)

Legionella Awareness

Ability to manage people to meet goals or to complete tasks for the project on multiple projects while meeting budget, schedule, and quality requirements.

Proficiency in MEPHFC system design and engineering.

Working knowledge of BIM (minimum level 2).

Working knowledge of CDM Regulations 2015.

Advanced MS Office skills including Excel.
