About the role
Shape, Assure and Lead Strategic Change
Are you an experienced programme, project or portfolio professional who enjoys turning strategic ambition into successful delivery?
Join Wiltshire and Swindon's newly transformed Strategy, Performance and Oversight team and help shape, assure and lead strategic change across the organisation.
As our Strategic Portfolio Manager, you will play a key role in strengthening how strategic priorities are planned, governed and delivered across the organisation. Working closely with senior leaders across the Office of the Police and Crime Commissioner (OPCC) and Wiltshire Police, you will provide portfolio oversight and assurance while leading significant programmes, projects and improvement initiatives.
This is a unique opportunity to work at the heart of strategic decision-making, helping leaders maintain visibility, confidence and organisational grip across a diverse portfolio of change activity.
What you will be doing
Lead portfolio oversight and assurance arrangements across strategic change activity, maintaining visibility of progress, risks, dependencies and delivery confidence.
Assess programme and project health, organisational readiness, benefits realisation and delivery performance, providing clear recommendations where action is required.
Design and maintain proportionate governance, reporting and assurance arrangements that support effective decision-making.
Lead significant OPCC programmes, projects and cross-cutting workstreams from mobilisation and planning through to implementation and benefits realisation.
Identify, manage and escalate risks, issues, dependencies and barriers to successful delivery.
Prepare high-quality briefings, reports and assurance products for senior leaders, boards and governance forums.
Provide constructive challenge, advice and support to programme and project leads to strengthen delivery confidence and accountability.
Support the continuous improvement of programme, project and portfolio management disciplines, tools and standards across the organisation.
About you and your experience
Significant experience leading programmes, projects or complex workstreams within a public sector, regulatory or similarly demanding environment.
Strong portfolio, programme and project management skills, including governance, assurance, planning, risk and issue management.
Experience of developing or improving reporting, assurance, governance or oversight arrangements that strengthen organisational performance and accountability.
Excellent analytical and communication skills, with the ability to translate complex information into clear insight, recommendations and actions.
Experience of influencing, advising and constructively challenging senior stakeholders using evidence, judgement and professionalism.
A recognised project, programme or portfolio management qualification such as MSP, PRINCE2, MoP or APM, or equivalent experience, would be advantageous.
