We are engaged in various infrastructure projects and framework contracts across rail engineering environments. Our work includes a range of new infrastructure and maintenance works at railway stations, including buildings, platforms, car parks, lineside buildings and associated infrastructure. We collaborate closely with our clients on multidisciplinary civils projects throughout the UK, with particular emphasis on North West England.
As Works Delivery Manager, you will work closely with our Head of Rail and Infrastructure as a team which takes responsibility for the successful delivery of allocated rail and civil engineering projects from initial planning through to completion. You will provide the link between our clients, site teams, commercial function and senior management, ensuring works are properly planned, safely delivered, commercially controlled and completed in accordance with programme, specification and contractual requirements.
The role will involve managing multiple projects and site teams, with responsibility for co-ordinating labour, subcontractors, plant, materials and third party requirements. You will be expected to maintain a strong presence on site, carrying out pre-start reviews and regular site visits to ensure that works are fully understood, adequately resourced and capable of being delivered efficiently.
A key part of the position will be forward planning. This will include reviewing forthcoming works, identifying access and possession requirements, coordinating isolations and permits where applicable, arranging traffic management and third party interfaces, and ensuring that the necessary documentation, approvals and resources are in place before works commence.
You will work closely with our commercial team to monitor project performance, reviewing estimates, applications, variations and final account information alongside actual site progress and expenditure. You will be expected to identify emerging commercial or programme risks early and ensure that changes, delays and additional works are properly recorded and communicated.
You will also be responsible for ensuring that projects are delivered in accordance with our health, safety, environmental and quality management systems, together with any additional client and rail industry requirements. This will include reviewing and implementing project specific management plans, RAMS and supporting documentation, carrying out site audits and ensuring appropriate standards are maintained throughout delivery.
The position requires regular liaison with client representatives, project managers, designers, subcontractors and other stakeholders. You will represent Quinn Developments at progress, planning and delivery meetings and will be expected to develop professional working relationships built around reliability, clear communication and consistent project performance.
You will also provide leadership and support to allocated site personnel, identifying training or competency requirements, developing the capability of the team and promoting a proactive approach to safety, quality and continuous improvement.
This is a hands on operational management role suited to someone who is comfortable balancing site delivery, programme management, commercial awareness and client relationships within a demanding rail and civil engineering environment.
Essential Skills and Qualifications
Applicants should be able to demonstrate:
- Current PTS competence and a good working understanding of railway safety requirements.
- SMSTS or an equivalent recognised site management qualification.
- At least five years' relevant experience within civil engineering, building construction or infrastructure delivery, ideally including experience within a railway environment.
- Experience of delivering multiple projects or packages of work within a fast paced framework or reactive works environment.
- Strong operational and programme management capability, including planning, resourcing and coordinating works against demanding timescales.
- Proven line management experience, with the ability to lead and support site teams and subcontractors.
- Good commercial awareness, including experience of monitoring project costs, variations, applications, programme impacts and overall project performance.
- An understanding of Network Rail processes and the requirements associated with planning and delivering works within an operational railway environment.
- Strong organisational skills with the ability to manage several projects, priorities and deadlines simultaneously.
- Effective communication and client management skills, with the confidence to represent Quinn Developments in project, progress and delivery meetings.
- Competence in Microsoft Office and general project reporting and document management systems.
- A full UK driving licence and willingness to travel to project locations as required.

Desirable Skills and Qualifications
Any of the following would be advantageous:
- Experience of Network Rail design, assurance, access, possession and isolation processes.
- Relevant higher level construction or project management qualifications, such as NVQ Level 6 or 7.
- NEBOSH Construction, or another recognised health and safety qualification.
- Temporary Works Coordinator qualification and relevant practical experience.
- Experience of NEC contracts, particularly NEC4, and an understanding of associated commercial and programme requirements.
- A recognised project management qualification, such as APM or equivalent.
- Previous experience delivering multidisciplinary rail civils projects, including stations, platforms, buildings, car parks and lineside infrastructure.
- COSS competence.
