ABOUT HVSS
High Voltage Substation Services Ltd (HVSS) specialises in the design, installation, testing and commissioning of high voltage substation systems up to 400kV. Established in 2009 and based in north west London, we work with some of the biggest and most innovative names in the energy sector – including DNOs, iDNOs, power generators and renewable energy providers across the UK. Recent projects include 33/11kV and 132/33kV turnkey schemes, 50MW and 67MW battery energy storage systems (BESS) and a 30.72MW PV farm.
ROLE PURPOSE
To plan, coordinate and allocate HVSS's people, plant and equipment across the project portfolio – ensuring every site is mobilised with the right competent, authorised resources at the right time, and that utilisation, certification and subcontractor arrangements are managed efficiently and cost-effectively.
KEY RESPONSIBILITIES
– Forecast and plan labour, plant and equipment requirements across all live and pipeline projects, working from project programmes.
– Allocate directly-employed staff, agency and subcontract resources to sites, balancing workload, competency and location.
– Maintain a central resource plan showing availability, current allocation and forecast gaps.
– Track and manage staff competencies, authorisations and certifications (SAP/AP authorisations, ECS/CSCS cards, medicals, tickets), flagging expiries and renewals well in advance.
– Coordinate mobilisation and demobilisation of site teams, including travel, accommodation and logistics where required.
– Manage the supply of plant, tools, vehicles, PPE and consumables to sites, liaising with procurement and hire suppliers.
– Build and manage relationships with labour agencies and subcontractors, securing availability and negotiating rates.
– Work closely with Project and Site Managers to respond to programme changes and re-plan resources accordingly.
– Support recruitment by identifying resourcing gaps and feeding clear requirements to HR.
– Monitor resource utilisation and cost, providing regular reports to directors and project managers.
– Maintain accurate records within resource planning, HR and operations systems.
ESSENTIAL EXPERIENCE & REQUIREMENTS
This is an office-based operations management role. No DNO or transmission network authorisation (SSEN, UKPN, NGED or NG) is required, though sector knowledge is a strong advantage.
– Proven resource planning, resource management or labour coordination experience within construction, engineering, utilities or a similar project-based environment.
– Strong planning and organisational skills, with the ability to manage competing priorities across multiple sites.
– Confident using scheduling / resource planning tools and MS Office, particularly Excel.
– Excellent communication and negotiation skills.
– Full UK driving licence.
DESIRABLE
– Knowledge of the HV substation, DNO/iDNO or wider utilities sector and the authorisation and competency regimes involved (SSEN, UKPN, NGED, NG and similar).
– Understanding of CDM, site mobilisation and construction programmes.
– Experience managing subcontractor and agency supply chains.
– Familiarity with plant, tool and vehicle fleet management.
– CSCS card and SMSTS awareness.

Pay: £35,000.00-£55,000.00 per year
