An exciting opportunity has arisen for a Director of Operational Performance to join the operational leadership team.
This is a unique opportunity to lead the delivery of operational performance and improvement across the organisation with alignment to the Trusts annual plan, national standards and long-term strategy with links to the Clinical Divisions, Systems and partners.
The post holder will provide leadership to Assistant Directors and manage the improvement portfolios within Corporate Operations to support benefits realisation at a group level with Dudley Group of Hospitals Foundation Trust. You will also be key in the oversight and delivery of our productivity and performance objectives to meet and exceed national standards.
The role will require strong analytical and change realisation skills and capabilities. Candidates will require proven experience of defining highly complex challenges, strategising their solutions, and building the conditions and plans for their resolution.
We are seeking an exceptional candidate who can manage and navigate complex agendas. You will be able to think strategically, with significant experience of working at a senior level and of overseeing substantial service development.
To lead on the delivery of operational performance and improvement with alignment to the Trusts annual plan, national standards and long-term strategy with links to the Committees, Clinical Divisions, and Systems.

Priorities
To lead on the delivery of performance improvement and realisation of constitutional and organisational targets. This will require links with:
Ø the Black Country and West Birmingham Systems, our Committees and our Clinical Divisions
Ø the Board, Committee and group level performance metrics;
Ø the plans that underpin the operational performance strategy;
- To deputise for the Chief Operating Officer at System and Trust performance meetings and lead delivery groups to realise quality and financial targets across Urgent and Planned Care.
- Utilising detailed data analysis including quantitative and qualitative sources as well as intelligence from benchmarking and best practice to identify performance challenges and opportunities within the Trust.
- To lead on strategic improvement, identifying solutions to identified areas of focus and seeing them through to organisational benefits realisation.
- To lead the Corporate Operations improvement function and Assistant Directors and work closely with key internal stakeholders at Executive and Group level and key external leads in the Provider Collaborative and the Place Based Partnerships.
- To lead on planning for Urgent and Planned Care activity across the Trust, monitoring and improving performance alongside finance against the organisational and system targets.
LEADERSHIP:
- To be part of the Chief Operating Officer’s leadership team
- Line manage and support the Assistant Directors to ensure alignment and clarity on work outputs and good team working.
- To be responsible for the development and management of the performance improvement function.
- Support the budgetary management of the Corporate Operations services and realisation of financial improvement for the Clinical Divisions in relation to both Urgent Care and Planned Care.
- To work with Executives and Group Directors to enhance clarity and integrated working so that the route to achieving agreed breakthrough objectives is clear.
- Ensure that the corporate aims, vision and values of the Trust are achieved.
- Support delivery of the vision and objectives of the Trust to achieve continuous improvement of service delivery, monitor performance against these and take corrective action on areas of potential underperformance.
- Help to develop a culture and environment where safe and high-quality patient care is consistently delivered across the organisation.
- Develop and implement long term service strategies and policies for Urgent and Planned Care across the organisation that fully reflect the direction and service needs of the Trust. Undertake this in collaboration with other NHS organisations, working across organisational boundaries and within complex and changing strategic environment.
- Represent the Trust in discussions with partner agencies.
- Monitor data and regularly run reports to ensure the Trust is able to meet all national and local performance targets.
- Work closely with Clinical Divisions to ensure national and local standards are met and support Clinical Divisions in taking corrective action where necessary.
- To demonstrate and actively promote the Trust leadership competencies and support the development of the ‘middle management’ of the organisation.
- Oversight and point of escalation for managers from departments within Urgent Care and Planned Care, including acting as panel chair for hearings
DELIVERING IMPROVED ACCESS:
- Oversee the achievement of constitutional standards for targets and improved performance across urgent and planned care.
- Responsible for the Delivery of Emergency performance standards across both Urgent Care and Planned Care arena including ambulance waits and ED standards alongside RTT, Cancer and digital interactions with patients.
Ensure that robust capacity planning takes place in Clinical Divisons and that proactive capacity management is in place.
Provide expert advice on the implementation of best practice service models.
Ensure all access policies and standard operating procedures are compliant and updated in line with national guidance and that training is provided to all staff on a regular basis.
TRANSFORMING CARE AND SERVICE CHANGE:
- Work with the Improvement and Performance and Insight Teams to ensure the Trust takes all opportunities available to it to improve both the quality and experience of the care it gives to patients, to improve the timeliness of services, and to deliver better value care.
- Lead work streams or programmes within the Trust as agreed with the Chief Operating Officer.
- Support the Chief Operating Officer in the delivery of the savings programme.
- Support the Chief Operating Officer and the Clinical Divisional Directors in the services changes required in service moves both internally and between Trusts.
RESPONSIBILITY FOR INFORMATION RESOURCES
- The postholder is required to be highly proficient with computer software and data analytics designing and creating Statistical Process Control charts for Board Level Metrics and for more local Improvement initiatives.
- Regularly run reports involving complex data.
- They are required to be able to use tools such as Visio to turn complexity into simple to understand diagrams to aid in communications and alignment.
- They are required to be able to use collaborative technologies such as slido to gather live feedback and miro/mural to run digital events.
- Set up and regularly maintain own databases to monitor performance against targets of innovation projects.
- The postholder is also responsible for designing a corporate information reporting system at Group and Board level as part of the Board level metrics cascade and Board assurance process.
