Job Purpose
The Business Analyst (Children’s Social Care – Project Management) will support the delivery of business change and transformation initiatives across Children’s Social Care services. The postholder will work closely with operational teams, programme leads, and key stakeholders to analyse current service performance, identify opportunities for improvement, and support the design and implementation of effective business processes. The role will focus on driving efficiencies, improving service delivery, and ensuring business processes are aligned with organisational transformation objectives.
- Undertake data analysis to establish service performance baselines and identify opportunities for improvement, drawing on internal data, benchmarking, and best practice from other local authorities.
- Work collaboratively with operational teams to understand existing business processes and produce detailed process maps.
- Analyse current operating models to identify inefficiencies, waste, process gaps, duplication, single points of failure, and opportunities for standardisation and optimisation.
- Map and evaluate current (“as-is”) and future (“to-be”) processes, identifying impacts, dependencies, risks, and improvement opportunities to support transformation programmes.
- Support the design, development, and implementation of business process improvements across Children’s Social Care services.
- Quantify, monitor, and report efficiency and effectiveness gains, maintaining clear records of non-cashable benefits and workload reductions achieved through process improvements.
- Apply business improvement methodologies and techniques, including Lean, Six Sigma, Kanban, Customer Journey Mapping, and other continuous improvement approaches.
- Facilitate workshops, meetings, and stakeholder engagement sessions, both in person and virtually, to gather requirements, validate findings, and drive consensus.
- Build effective working relationships with programme workstream leads, managers, frontline staff, suppliers, and other stakeholders across the People Directorate.
- Produce clear and concise business analysis documentation, including process maps, requirements, recommendations, reports, and presentation materials.
- Support project and programme delivery by ensuring business change activities are effectively planned, coordinated, and communicated.
- Proven experience working as a Business Analyst, Business Change Analyst, or similar role within a transformation, change, or improvement environment.
- Strong experience in process mapping, business process analysis, and identifying opportunities for service improvement.
- Demonstrable experience analysing and interpreting complex datasets to support business decision-making.
- Experience facilitating workshops and engaging with a broad range of stakeholders at all levels.
- Knowledge of business improvement methodologies such as Lean, Six Sigma, Kanban, or Customer Journey Mapping.
- Ability to document business requirements, process flows, and recommendations clearly and accurately.
- Strong analytical, problem-solving, and communication skills.
- Experience supporting change and transformation programmes from analysis through to implementation.
- Experience working within Children’s Social Care services.
- Knowledge and experience of the MOSAIC case management system.
- Previous experience working within local government or public sector organisations.
- Understanding of social care operational processes and service delivery models.
- Location: Bracknell (Hybrid Working – 3 days per week in the Bracknell office)
