PART 1 · JOB DESCRIPTION
Role purpose
- Act as the nominated CQC Registered Manager for Bloom Health, accepting personal legal responsibility for the regulated activities.
- Lead regulatory compliance, clinical and corporate governance, and safe, high-quality care across urgent care, diagnostics, pharmacy and the growing planned care corridor.
- Combine hands-on governance with commercial understanding of how independent healthcare operates.
Regulatory compliance and CQC
- Hold the Registered Manager position, meeting all conditions of registration and the fit and proper person requirement.
- Maintain compliance with the fundamental standards and the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014.
- Own all CQC notifications, evidence and inspection readiness (Bloom is registered and awaiting first inspection).
- Ensure IR(ME)R and ionising radiation compliance across CT and X-ray, and equipment governance across all diagnostics (CT, MRI referral pathways, ultrasound, ECG, echo).
- Maintain PHIN and other statutory registration and reporting.
Governance, quality and safety
- Own the governance framework: policies, audit cycles, risk register and management review.
- Lead patient safety under PSIRF, safeguarding (adults and children), infection prevention and control, and duty of candour.
- Manage serious incident reporting, complaints handling and learning.
- Oversee medicines management and controlled drugs governance across the pharmacy.
- Chair or coordinate governance and quality meetings with associated reporting.
Operational leadership
- Oversee day-to-day safe running of the site across the full operating model.
- Support governance and build-out of the planned care corridor across adult and paediatric specialties.
- Line manage clinical and operational staff; ensure training, appraisal, revalidation and mandatory competencies are current.
Commercial and private healthcare
- Support PMI accreditation and insurer relationships.
- Ensure robust governance around self-pay, membership and referral pathways.
- Contribute to safe, compliant service growth without compromising standards.
Information governance
- Ensure UK GDPR and information governance compliance, including DPIAs and clinical records standards.
Person specification
Essential
Desirable
- Proven experience in private or independent healthcare.
- Strong governance and compliance track record.
- Clear working knowledge of how private healthcare operates commercially and clinically (PMI, self-pay, referral models).
- Detailed CQC knowledge: registration, notifications, inspection and the fundamental standards.
- Eligible and willing to register with CQC as Registered Manager, including the fit person interview.
- Level 5 Diploma in Leadership and Management, or clinical registration, or equivalent senior leadership experience.
- Strong leadership, communication and decision-making skills.
- Currently or recently registered with CQC as a Registered Manager (an active or recent registration is an advantage, though not required).
- Track record of achieving or maintaining a CQC rating of Good or Outstanding.
- Clinical registration (NMC, HCPC or GMC).
- Experience of diagnostics governance and IR(ME)R.
- Experience of PMI accreditation and insurer negotiations.
- Experience opening or scaling new services or sites.

We are looking for an experienced Registered Manager to hold our CQC registration and lead governance, compliance and quality as we scale.
