Job Title: Bid Manager
Responsible to: Head of Strategic Architecture
Based: Home-Based with regular travel to Sheffield office
Salary: £55,000- £60,000 + benefits
Purpose of Role: The Senior Bid Writer is accountable for developing high-quality, compelling and compliant bids that support Preventx’s growth strategy and improve our success in competitive public-sector and healthcare procurement. The role leads the written response process from opportunity qualification through submission, translating complex clinical, operational, technical and commercial propositions into clear, persuasive responses aligned to evaluator requirements.
The role brings strong knowledge of UK healthcare and public-sector procurement, with a demonstrable track record of successful tender submissions and a proven win rate. It actively monitors tender portals, frameworks and market intelligence to identify relevant opportunities, supports development of the commercial pipeline, and works across Commercial, Clinical, Operations, Technology, Finance and other subject matter experts to build differentiated, evidence-led propositions.
Key Responsibilities
- Lead the end-to-end development of high-quality tender and bid responses, from bid planning and storyboarding through drafting, review, refinement and final submission, ensuring all responses are compliant, persuasive and tailored to the customer’s evaluation criteria.
- Write clear, compelling and evidence-led responses that articulate Preventx’s value proposition, outcomes, service model, innovation and differentiation, particularly for NHS, Local Authority, public health and wider healthcare opportunities.
- Manage and monitor relevant procurement and tender portals, frameworks and opportunity sources, identifying suitable opportunities, maintaining accurate alerts and deadlines, and ensuring registration and submission requirements are met.
- Support proactive pipeline building by researching commissioners, procurement plans, framework activity, contract expiry dates and market developments, working with Commercial colleagues to identify and qualify future opportunities well ahead of publication.
- Apply robust bid/no-bid thinking and contribute to opportunity qualification, assessing strategic fit, customer need, competitive position, deliverability, resource requirements and probability of success.
- Lead the development of compelling and measurable Social Value responses within public sector tenders, working with internal stakeholders to identify commitments that are relevant, deliverable and differentiated. Ensure commitments are clearly linked to customer priorities, supported by appropriate evidence and capable of being monitored and reported throughout the contract lifecycle.
- Work collaboratively across the organisation to develop and maintain a Social Value proposition and evidence library, including case studies, outcomes, metrics and commitments that can be adapted appropriately for NHS, Local Authority and other public sector procurements.
- Support the translation of Social Value commitments made at bid stage into clear, measurable deliverables, ensuring appropriate handover to operational and contract management teams.
- Develop bid strategies, win themes, response plans and content structures that directly address buyer priorities and scoring methodologies, maintaining a strong focus on maximising evaluation scores and win probability.
- Coordinate inputs from subject matter experts across Commercial, Clinical, Operations, Technology, Finance, Information Governance and other teams, challenging and shaping contributions to produce a single coherent narrative and consistent tone of voice.
- Maintain disciplined bid governance, including compliance matrices, clarification questions, action trackers, review cycles, version control, approvals and submission records, escalating risks to deadlines or quality early.
- Build and maintain a high-quality bid content library, including case studies, evidence, standard responses, social value content, mobilisation approaches, performance data and lessons learned, ensuring material remains current and reusable tailored to customer requirements.
- Analyse tender feedback, evaluator scores, win/loss outcomes and competitor intelligence to identify themes and continuously improve bid quality, process and win rate.
- Track and report bid performance, including submission volumes, pipeline value, stage, conversion and win rate, providing clear insight to Commercial leadership on performance and future opportunity coverage.
- Represent Preventx professionally with external stakeholders where required, including clarification activity, bidder engagement, presentations and procurement discussions, while maintaining confidentiality and procurement compliance.

The preferred candidate will have the following experience, abilities, and aptitudes:
Criteria Essential
Qualification
- Degree-level qualification or equivalent professional experience in bid writing, business development, communications, healthcare, public-sector procurement or a related discipline
- APMP qualification or equivalent bid/proposal management training desirable.
Knowledge and Experience
- Significant experience writing and managing successful competitive bids, with a demonstrable and proven win rate.
- Strong experience of UK healthcare procurement; experience across NHS, Local Authority, public health, sexual health, diagnostics or related regulated healthcare services is highly desirable.
- Strong understanding of Social Value within UK public procurement, including the National TOMs Framework and Social Value Portal, with experience developing credible, measurable and deliverable Social Value commitments and responses.
- Proven experience responding to public-sector tenders and understanding evaluation methodologies, compliance requirements, procurement timetables and clarification processes.
- Hands-on experience using multiple e-tendering and procurement portals and frameworks, for example Find a Tender, Contracts Finder, Atamis, Jaggaer, ProContract, Delta eSourcing, In-Tend and similar systems.
- Ability to create, add an use AI workflows
- Experience identifying and developing future pipeline through market research, procurement intelligence, framework monitoring, contract expiry analysis and commissioner engagement.
- Experience developing win themes, storyboards, compliance matrices, bid plans and structured review processes.
- Strong track record of coordinating multidisciplinary subject matter experts and converting technical, clinical, operational and commercial inputs into compelling customer-focused responses.
- Experience maintaining reusable bid libraries, case studies and evidence banks, with strong document control and version management.
- Experience analysing tender feedback, win/loss data and scoring to drive continuous improvement.
- Understanding of healthcare governance, information governance, safeguarding, social value and quality requirements relevant to public-sector healthcare procurement is desirable.

- Highly organised and comfortable managing multiple concurrent bids, competing deadlines and detailed submission requirements without compromising quality.
- Confident influencing senior stakeholders and constructively challenging subject matter experts to strengthen content and secure timely inputs.
Strong analytical skills, with close attention to scoring criteria, evidence, compliance and detail.
- Proactive and curious, with the discipline to monitor the market and build opportunity pipeline rather than relying solely on published tenders.
- Calm and resilient under deadline pressure, with strong ownership and accountability for submission quality.
- Collaborative and credible across commercial, clinical, operational, technical and corporate functions.
- Confident using Microsoft 365 and bid collaboration/document management tools; comfortable adopting AI-enabled writing and research tools within approved governance and confidentiality requirements.
