Senior Organisational Change Specialist
Fixed-Term Contract (12 months)
Join an Award-Nominated Team Delivering Change at Scale
Shortlisted for the CIPD Best Change Management Initiative Award 2026.
At Oxfordshire County Council, we're not just talking about transformation, we're delivering it. Now, we're looking for an experienced Senior Organisational Change Specialist to join us during one of the most significant periods of change in the Council's history.
This is a unique opportunity to work at the heart of major transformation programmes, helping to shape how services are delivered, how organisations are designed and how our workforce evolves to meet future challenges.
If you're looking for a role where you'll have real influence, genuine autonomy and the opportunity to leave a lasting legacy, we'd love to hear from you.

You'll be trusted to lead complex organisational change programmes, influence critical workforce decisions, manage stakeholder relationships, work directly with trade unions and senior leaders, and help deliver change that makes a real difference to our organisation and the communities we serve.
What We're Looking For
We're seeking a highly experienced organisational change professional who can quickly build credibility and confidently lead complex programmes of change including TUPE.
You'll bring:
-
Significant experience of organisational redesign, restructures and workforce transformation.
-
Strong knowledge of employment legislation, consultation requirements and organisational change best practice.
-
Strong consultation and employee relations expertise
-
Excellent stakeholder management skills
-
Ideally experience working within complex and politically aware environments, although this is not essential
