Job Purpose
To support the delivery of a customer-focused Building Control service that ensures compliance with Building Regulations and associated legislation, promoting the health, safety, and welfare of people in and around the built environment. The role involves assessing applications, carrying out site inspections, and providing technical advice to ensure building work is safe, compliant, and meets statutory requirements.
- Assess and check building regulation applications, plans, and notices for compliance with Building Regulations and relevant legislation within statutory timescales.
- Undertake statutory site inspections of construction works to ensure compliance with approved plans, regulations, and codes of practice.
- Provide professional advice to applicants, agents, builders, homeowners, elected members, and internal departments on Building Control matters.
- Liaise with contractors, developers, and stakeholders to ensure construction works meet required standards and resolve compliance issues.
- Identify and respond to dangerous structures, unauthorised works, and unsafe conditions, taking appropriate action to protect public safety.
- Participate in an out-of-hours emergency call-out rota for dangerous structure incidents across the borough.
- Support enforcement action where necessary, including preparing reports, gathering evidence, and attending court as a witness.
- Review and assess basic structural calculations and supporting technical information submitted with applications.
- Maintain accurate records and documentation in accordance with Council systems, policies, and quality procedures.
- Contribute to service performance targets, statutory duties, and continuous improvement of the Building Control service.
- Work collaboratively as part of a team, supporting colleagues during periods of high workload.
- Apply health and safety legislation and Council procedures in all aspects of work.
- Engage in ongoing professional development and maintain up-to-date CPD records.
- Understanding of Building Control functions, Building Regulations, Approved Documents, and associated legislation.
- Knowledge of health and safety legislation relevant to construction and site inspections.
- Competent IT skills, including Microsoft Office and relevant case management or building control systems.
- Strong communication and interpersonal skills with a customer-focused approach.
- Ability to interpret technical information and make sound professional judgements.
- Ability to work independently, manage caseloads, and meet statutory deadlines.
- Willingness to undertake site inspections, including working at height or in confined spaces.
- Ability to deal with challenging situations, including conflict with service users, in a professional manner.
- Commitment to continuous professional development (CPD).
- (Desirable) Experience in enforcement work and/or court proceedings.
- (Desirable) Knowledge of emerging industry practices and innovations in construction and building control.
- Location: Wirral Council (site-based across the borough with office working as required)
- Hours per Week: 36 hours
