We are looking for a Senior Impact Manager to play a leading role in how we measure, maximise and communicate that impact.
This is an opportunity to shape how evidence, insight and learning are used across the organisation. You will help ensure our programmes are designed around clear outcomes, our decisions are informed by robust evidence, and our impact is communicated clearly to partners, stakeholders and external audiences.
Sitting within the Policy and Impact Team, you will lead work across social, economic and environmental impact, embedding strong impact practice across teams and helping colleagues turn insight into better decisions, stronger programme design and continuous improvement.
You will work closely with senior leaders, programme teams, Strategy Operations, the Head of Insights and Impact, external consultants and key stakeholders including the Greater London Authority. You will also support external reporting, ensuring London & Partners can tell a clear, credible and compelling story about the value it creates for London.

In this role, you will:
- Ensure London & Partners’ annual strategic and business planning is informed by robust evidence and impact insight.
- Develop and manage organisation-wide impact frameworks aligned to corporate objectives.
- Create performance approaches that help programmes understand, monitor and improve their contribution to strategic outcomes.
- Embed impact considerations into programme design, business planning and prioritisation processes.
- Work with colleagues to ensure strategic plans are focused on maximising impact in line with London & Partners’ mission.
You will also:
- Commission and coordinate impact measurement activity across programmes, ensuring methodologies are proportionate, practical and aligned to organisational needs.
- Work with the Head of Insights and Impact to develop theories of change at organisational and programme level.
- Build on existing economic impact measurement approaches and help develop new social and environmental impact indicators.
- Maintain organisation-wide impact frameworks and ensure measurement approaches are applied consistently.
- Translate analytical findings into clear actions, improvement priorities and learning opportunities.
- Develop and implement an organisation-wide learning programme to improve economic, social and environmental impact.
- Ensure evaluation and insight activity supports better decision-making, stronger programme delivery and continuous improvement.
You will:
- Build constructive and influential relationships with programme leads and senior colleagues across the organisation.
- Develop impact measurement solutions that are robust, proportionate and practical for teams to use.
- Contribute to external impact reporting, including the annual impact report, sustainability report and interim organisation-wide activity and impact reports.
- Translate complex social, economic and environmental impact information into compelling summaries for external audiences.
- Respond to internal and external requests for impact information and analysis, including from the GLA and London Assembly.
- Draw on external analytical expertise where needed to strengthen reporting, assurance and decision-making.
You will:
- Turn impact outputs and evaluation findings into actionable recommendations for programme teams and senior leaders.
- Identify gaps in information and commission work to address them.
- Ensure impact information is integrated into organisational decision-making processes.
- Support leaders to use evidence effectively when designing programmes and prioritising activity.
- Help teams understand how to maximise economic, social and environmental impact in line with London & Partners’ mission.
As a manager and organisational champion for impact, you will:
- Inspire and support the people you line manage, setting clear direction, expectations and accountability.
- Support professional growth and maintain high standards of performance.
- Champion evidence-based working and impact-focused behaviours across teams.
- Build organisational capability in impact planning, measurement and use of information.
- Develop communities of practice around impact, evaluation and learning.
- Facilitate learning reviews and programme reflection sessions.
- Create tools, guidance and training to help teams improve their impact practice.
- Promote an evidence-informed culture across directorates.
You will:
- Establish governance processes that ensure impact measurement approaches are proportionate, consistent and trusted.
- Work with Strategy Operations and the Head of Insights and Impact to oversee the organisation’s impact reporting cycle and ensure quality assurance processes are in place for impact reporting and external scrutiny.
- Commission and manage external evaluation and specialist support where required.
- Manage assurance processes relating to impact reporting.
- Manage delegated budgets effectively and ensure value for money.
We are looking for someone who can combine technical impact expertise with strong communication, influence and programme management skills.
The successful candidate will bring:
- Communication: Excellent communication skills with proven ability to effectively translate the complexities of the organisation’s social, economic and environmental impact into compelling summaries for external audiences.
- Problem Solving & Decision Making: Proven experience in developing, and gaining support from internal stakeholders for, practical solutions to problems in measuring impact.
- Planning & Organisation: Strong programme management skills with experience in managing multiple projects to time, budget and standards.
- Innovation & Adaptability: Ability to understand a brief quickly and work at pace to develop solutions to emerging issues.
- Leadership & Influence: Proven experience in building constructive and influential internal stakeholder relationships, including at senior levels.
- Significant experience developing and implementing organisation-wide impact frameworks.
- Strong knowledge of economic impact measurement approaches.
- Strong knowledge of social impact measurement approaches, particularly for those related to influencing and campaigning, and experience in developing and applying these.
- Experience of developing and embedding a learning culture to improve programme impacts.
- Knowledge of programme-level environmental impact measurement and approaches.
Experience managing high-performing individuals and supporting their professional development would be desirable.
You will be someone who is curious, collaborative and confident working with complexity. You will be able to bring structure to ambiguous problems, help others make sense of evidence, and influence teams to use insight in ways that improve decisions and outcomes.
In this role, you will work closely with internal stakeholders across London & Partners, including Heads and Directors of delivery programmes, Strategy Operations, the Policy and Impact Unit, and the Head of Insights and Impact.
You will also engage with external stakeholders and partners, including the Greater London Authority, external consultants and other organisations involved in impact, evaluation and evidence-led decision-making.
