The principal role of this post is to ensure that c2c rail is adequately resourced on a strategic basis to provide the resources to ensure stations are open in compliance with Schedule 17 or other stakeholder requirements, and to strategically ensure the train service employees and supporting teams are available in the right place at the right time to deliver the Long Term Planning (LTP) and Short Term Planning (STP) train service.
To deliver a customer focused, strategic, professional, and tailored resourcing function responsive to the requirements of the business team balancing efficiency and customer experience.
To oversee and assist in the construction and delivery for consultation of base rosters for traincrew and ancillary grades as required, aligned to LTP and STP planning horizons, the national network timetable planning process, engineering works, employee conditions of service and other business instructions.
To oversee and assist in the construction and delivery for consultation the station roster production, and ancillary grades as required, aligned to employee conditions of service and other business instructions.
To oversee and assist in the accommodation of short notice alterations to train service in the rosters to ensure resource provision reflects operational requirements.
The role will ensure that all rosters utilise employees efficiently, manage direct and indirect costs of resourcing meet budgetary constraints and is accountable to the Head of Service Delivery and other departmental Heads for resourcing costs.
The post holder will work closely with other stakeholders to ensure that ad hoc route and traction knowledge and other competencies are built into all types of base roster requirements to guarantee a wide range of resource availability against the competencies.
Oversee the management of the weekly rostering and resource requirements ensuring the rosters are posted and available as directed by business process or other needs.
The role will guide the resource planning and establishment process by:
- Providing intelligence and management reporting
- Liaison with departmental heads and Human Resources to guide recruitment, selection and training timescales and processes
- Minimising the duration of vacancies
The post holder will also provide management reporting which:
- Details exception reports (e.g. Hidden breaches, excessive pay/hours, payroll and timesheet audit)
- Provides intelligence on the resourcing position to appropriate business leaders
- Demonstrates cost control and efficient resource deployment.
To manage the contracting arrangements of the business’ resource and planning suite, thus securing the optimal deployment to meet the business needs and stakeholder requirements for the present and future business needs.
Support the Senior Leadership Team as required.
Undertake on call responsibilities as required.

Education to at least A-Level standard, with strong numeracy and literacy skills. Specialism in mathematics, economics or analysis is desirable but not essential.
- General education to GCSE, O level, or equivalent standards including English Mathematics and Science to the standard of at least GCSE Grade C.
- In depth knowledge of all procedures relating to the use of train crews and rolling stock
- Thorough knowledge of c2c and Network Rail operations, geography and train plans, c2c manning agreements, conditions of service, and customer experience metrics.
- Ability to investigate and interpret data thoroughly and accurately, including detailed knowledge and experience with appropriate industry recognised systems and technology.
- Highly analytical and skilled in the use of statistical techniques.
- Good knowledge and experience in the following computer systems: Microsoft Office Word, Excel, PowerPoint and rostering and resource planning systems illustratively TRACS Roster, Crew plan/Integrale for Crew/Crews on Genius
- Knowledge of Excel to an advanced level
- Interact with and manipulate the current, and any future successor business systems and technology to deliver train service and customer information; for example, and illustratively, future changes to support deployment of the Thameside Operating Strategy and successor plans. (For the avoidance of doubt this means that there will not be any new technology payments for the post holder to utilise new technology).
