Key tasks
What you’ll be doing (generic responsibilities)
Depending on allocation to specific roles, post‑holders will:
Lead policy development, legislation, regulatory design or programme delivery
Provide clear, evidence‑based advice to Ministers and senior officials
Work with Legal Services, analysts, finance and cross‑government partners
Engage with local authorities, RSLs, external bodies, UK Government departments and other key stakeholders
Deliver high‑quality government business (MAs, briefings, correspondence)

In the event of a large number of applications, an initial sift will be conducted against the lead assessment criterion: Making effective decisions. Candidates who pass the initial sift may be progressed to a full sift or progressed straight to assessment/interview.
The roles will be offered in merit order, with the highest‑scoring candidate choosing from the available roles first.
In the event of two or more candidates having the same total score, the following list will determine a merit order. Weighting the criteria which candidate had the highest score for Experience 1, Experience 2, Making Effective decisions, Delivering at Pace and then Communicating and Influencing.
A reserve list may be held for this opportunity. Any candidate who is successful in being offered a reserve status, will remain on the reserve list for 12 months.
This is a temporary post expected to last 2 years. At the end of the opportunity, you will be expected to return to your parent organisation.
For candidates applying on a secondment basis

Prior agreement to be released on a Secondment to Welsh Government must be obtained before commencing the application process. Please ensure you have line management approval/authorisation for this.
Secondees will remain on the terms and conditions and pay roll of their home organisation for the duration of the agreement.
Inward secondees are not eligible for any Welsh Government pay award or reward during the secondment. They will remain on their existing basic salary, with no alignment to Welsh Government salaries, or spine points, during the secondment.
For candidates applying on a loan basis
The following information applies to inward loans:
To be eligible candidates must be existing civil servants, appointed through fair, open and on merit recruitment, who have passed probation and have been in their substantive post for no less than 6 months at point of application.
This is a temporary post. At the end of the loan, individuals will return to their substantive grade and pay arrangements in their home organisation.
Prior agreement to be released on a Loan to Welsh Government must be obtained before commencing the application process. Please ensure you have line management approval/authorisation for this.
If applying on Loan, successful candidates will have their financial position protected in line with our pay policy. Please see candidate guidance for further details.
Loanees salary would match the terms of their contract with their parent organisation. Loanees will move to Welsh Government’s pay scale for the SEO grade. They will be entitled to host department’s pay awards and rewards for the duration of the agreement. Salary will be based on basic salary only and does not include specialist pay or allowances as these are not automatically kept.
