About Home Safe
Home Safe is a specialist Delivery Partner supporting Local Authorities across England with the delivery of Selective, Additional and Mandatory HMO Licensing Schemes.
This position would particularly suit someone with experience working within a Local Authority Private Sector Housing or Environmental Health Team, although applications from candidates with equivalent HMO expertise will also be considered.
The Role
As an HMO Property Inspector, you will be responsible for undertaking detailed inspections of licensed HMOs on behalf of Local Authorities, assessing compliance with housing legislation and licence conditions, and producing high-quality inspection reports.
The role involves regular travel and provides the opportunity to work on a variety of HMO licensing schemes across the country.
Key Responsibilities
- Conduct inspections of licensed HMOs in accordance with Housing Act 2004 requirements.
- Assess compliance with Mandatory, Additional and Selective Licence conditions.
- Carry out detailed inspections using the Housing Health and Safety Rating System (HHSRS).
- Identify Category 1 and Category 2 hazards and recommend appropriate remedial actions.
- Assess compliance with the Management of Houses in Multiple Occupation (England) Regulations.
- Evaluate room sizes, amenities, fire safety provisions, means of escape and property management standards.
- Produce clear, accurate and comprehensive inspection reports using Home Safe's inspection software.
- Arrange inspection appointments with landlords, managing agents and tenants.
- Liaise with Home Safe's Compliance Management Team where access cannot be obtained.
- Travel throughout the UK to undertake inspections as required.
Essential Requirements
We are looking for someone who has:
- Significant experience inspecting Houses in Multiple Occupation (HMOs).
- Extensive knowledge of HMO legislation, licensing requirements and management regulations.
- Strong understanding of the Housing Act 2004.
- Excellent working knowledge of the Housing Health and Safety Rating System (HHSRS).
- Experience assessing housing conditions and identifying statutory hazards.
- Excellent written communication skills with the ability to produce professional inspection reports.
- Strong organisational skills and the ability to manage a varied workload independently.
- Confidence dealing professionally with landlords, managing agents and tenants.
- A full UK Driving Licence.
- Access to their own vehicle.

Qualifications
Essential
- HHSRS Practitioner qualification (or equivalent demonstrable experience).
Desirable
- Environmental Health qualification.
- Chartered Institute of Environmental Health (CIEH) membership.
- NEBOSH Fire Safety or equivalent.
- Professional housing qualification (CIH or equivalent).
