An exciting opportunity has arisen to join Blaby District Council as the Lightbulb Service Manager on a fixed-term maternity cover basis.
Lightbulb is an innovative countywide partnership that brings together housing, health and social care partners to help people live safely, independently and well in their own homes. Delivered on behalf of the seven District and Borough Councils of Leicestershire, Lightbulb provides Disabled Facilities Grants, housing assistance, assistive technology, prevention services and a range of initiatives that improve health and wellbeing outcomes for residents across the county.
We are looking for an experienced and forward-thinking manager to provide strategic and operational leadership for this highly successful partnership.
As Service Manager, you will lead the development, delivery and continuous improvement of Lightbulb services, ensuring they remain responsive to local need, legislative change and partner priorities. You will be responsible for governance, performance management, financial oversight and stakeholder engagement across the partnership, whilst leading a dedicated team of Team Leaders, Senior Officers and specialist staff.
The successful candidate will have significant experience within housing, health, social care or a related public sector environment and will be able to demonstrate:

Experience of leading teams and delivering high-performing services within a complex organisation.
- Experience of partnership working service integration and transformation.
- Experience of managing significant budgets, grant funding and financial reporting arrangements.
- Experience of developing and implementing service improvements, projects or programmes.
- Strong leadership, communication and stakeholder management skills.
- The ability to analyse performance information and use data to drive improvement.
Knowledge of Disabled Facilities Grants, housing assistance, safeguarding, partnership governance and integrated service delivery would be advantageous.

This role will require an enhanced Disclosure and Barring Service check (known as a DBS check). All offers of employment will be made conditional upon receipt of the satisfactory DBS check.
