Contract: Temporary (3 Month Contract, Day Rate)

Pay Rate: £26.06 per hour

We're recruiting a Rights of Way Manager to lead and manage the operational delivery of Staffordshire County Council's Rights of Way (ROW) service. This is a senior interim role, ideal for someone with strong leadership, technical expertise, and experience in managing statutory public rights of way functions.
About the Role
As Rights of Way Manager, you'll oversee the operational management of the ROW team, ensuring inspections, enforcement, maintenance, and improvement works are carried out to meet statutory obligations. You'll also drive forward transformation workstreams in the Pathfinder programme, testing new approaches to service delivery.
What You'll Be Doing
- Operational management of the Rights of Way team including inspections, liaison, enforcement, and maintenance functions
- Delivering Staffordshire County Council's statutory duties in relation to Public Rights of Way (PROW), open access, and promoted routes
- Strategic management of the PROW network ensuring compliance, accessibility, and sustainability
- Developing and implementing policies, practices, and procedures for continuous improvement
- Engaging stakeholders, elected members, and communities to support evidence-led decision making
- Managing staff, budgets, and resources effectively to meet service demands
- Leading maintenance and improvement works across the ROW network
- Ensuring ROW considerations are integrated into large-scale infrastructure and development schemes
- Supporting wider Environment & Countryside service delivery as required
What We're Looking For
We're seeking someone ambitious, proactive, and confident in managing complex statutory functions. You'll ideally have:
- Degree or equivalent in a relevant discipline
- Detailed knowledge of rights of way and access legislation in England
- Significant experience in rights of way procedures, enforcement, dispute resolution, and prioritisation
- Proven leadership and line management experience, including staff development
- Strong knowledge of risk assessment, safe systems of work, and CDM regulations
- Experience in budget management, procurement, and contract management
- Excellent communication and interpersonal skills, with the ability to engage the public and resolve disputes constructively
- Good IT skills, including GIS
- Current driving licence and physical fitness to undertake outdoor work in all weather
